SYNOPSIS AS INTRODUCED:
 
20 ILCS 1705/76.3 new

    Amends the Mental Health and Developmental Disabilities Administrative Act. Creates the Department of Human Services Community Reporting Systems Task Force to work on upgrading the Department's Community Reporting Systems, otherwise known as ROCS, as well as any other applicable IT systems associated with ROCS that should need upgrading. Contains provisions on the composition of the Task Force and requires members to be appointed on or before January 1, 2025. Requires the Task Force to prepare a comprehensive report, on or before July 1, 2025, that summarizes its work and details its action plans to upgrade the Community Reporting System and other associated IT infrastructure, including contracting, fiscal impact, legislative appropriations, and any other barriers to upgrading the ROCS System. Provides that the Task Force is dissolved on January 1, 2026. Effective July 1, 2024.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Mental Health and Developmental
5Disabilities Administrative Act is amended by adding Section
676.3 as follows:
 
7    (20 ILCS 1705/76.3 new)
8    Sec. 76.3. Community Reporting Systems Task Force.
9    (a) The Department of Human Services Community Reporting
10Systems Task Force is created to work on upgrading the
11Department's Community Reporting Systems, otherwise known as
12ROCS, as well as any other applicable IT systems associated
13with ROCS that should need upgrading.
14    (b) The members of the Task Force shall be as follows:
15        (1) the Secretary of Human Services, or the
16    Secretary's designee, who shall serve as Chair;
17        (2) the Director of Healthcare and Family Services, or
18    the Director's designee;
19        (3) the Secretary of Innovation and Technology, or the
20    Secretary's designee;
21        (4) four representatives from statewide advocacy
22    organizations that represent community providers who serve
23    persons with intellectual or developmental disabilities,

1    appointed by the Governor;
2        (5) a representative from an Illinois advocacy or
3    self-advocacy organization for persons with intellectual
4    or developmental disabilities, appointed by the Governor;
5        (6) a representative from an independent service
6    coordination agency, appointed by the Governor;
7        (7) three representatives from community providers who
8    serve persons with intellectual or developmental
9    disabilities, appointed by the Governor;
10        (8) four members from the General Assembly, with one
11    member appointed by the President of the Senate, one
12    member appointed by the Senate Minority Leader, one member
13    appointed by the Speaker of the House of Representatives,
14    and one member appointed by the House Minority Leader.
15    (c) The Department shall provide administrative and other
16support to the Task Force.
17    (d) On or before January 1, 2025, the Task Force members
18shall be appointed. On or before July 1, 2025, the Task Force
19shall prepare a comprehensive report that summarizes its work
20and details its action plans to upgrade the Community
21Reporting System and other associated IT infrastructure,
22including contracting, fiscal impact, legislative
23appropriations, and any other barriers to upgrading the ROCS
24System.
25    (e) The Task Force is dissolved, and this Section is
26repealed, on January 1, 2026.

1    Section 99. Effective date. This Act takes effect July 1,
22024.
