SYNOPSIS AS INTRODUCED:

30 ILCS 105/5.1015 new

    Amends the Department of Human Services Act and the State Finance Act. Creates the Support Immigrant Labor Fund as a special fund in the State treasury. Provides that, from appropriations to the Department from the Fund, the Department shall award grants to community-based organizations in Illinois for the purpose of providing free assistance to newly arrived immigrants in Illinois in applying for and obtaining work permits, for providing funding for all or a portion of all costs and fees associated with an application for such work permit, and providing for free representation in any legal matters with such application. Provides that moneys received for this Fund, including, but not limited to, income tax checkoff receipts and gifts, grants, and awards from any public or private entity, must be deposited into the Fund. Provides that interest earned on moneys in the Fund must be deposited into the Fund. Provides that funds shall supplement, not supplant, other existing or new federal, State, or local sources of funding for these services. Provides that any new federal funding received shall supplement and not supplant funding for this program.

1    AN ACT concerning human services.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Human Services Act is amended
5by adding Section 10-68 as follows:
 
6    (20 ILCS 1305/10-68 new)
7    Sec. 10-68. Support Immigrant Labor Fund.
8    (a) The Support Immigrant Labor Fund is created as a
9special fund in the State treasury. Provides that from
10appropriations to the Department from the Fund, the Department
11shall award grants to community-based organizations in
12Illinois for the purpose of providing free assistance to newly
13arrived immigrants in Illinois in applying for and obtaining
14work permits, for providing funding for all or a portion of all
15costs and fees associated with an application for such work
16permit, and providing for free representation in any legal
17matters associated with such application. The Department must
18adopt rules to implement the grant program, and grants shall
19be awarded in accordance with such rules.
20    (b) Provides that moneys received for the purposes of this
21Section, including, but not limited to, income tax checkoff
22receipts and gifts, grants, and awards from any public or
23private entity, must be deposited into the Fund. Any interest
