2 | | (e) The intent of this Act is to require the Department of |
3 | | Commerce and Economic Opportunity, in collaboration with |
4 | | affected State agencies, to compile a detailed report within |
5 | | one year after the effective date of this Act, providing a |
6 | | comprehensive overview of all State-funded job training and |
7 | | workforce development programs in Illinois. |
8 | | (f) By enacting this legislation, the General Assembly |
9 | | aims to ensure that Illinois residents receive maximum benefit |
10 | | from State-funded programs and that the State can make |
11 | | informed policy decisions based on a thorough understanding of |
12 | | the impact and outcomes of these initiatives. |
13 | | (g) It is the further intent of the General Assembly that |
14 | | the reporting requirements established by this Act serve as a |
15 | | mechanism to identify successful programs, areas for |
16 | | improvement, and potential areas of duplication or overlap in |
17 | | order to optimize the efficiency and effectiveness of |
18 | | State-funded job training and workforce development efforts. |
19 | | Section 10. Reporting requirements. |
20 | | (a) Within one year after the effective date of this Act, |
21 | | the Department of Commerce and Economic Opportunity, in |
22 | | coordination with relevant State agencies, shall compile a |
23 | | report concerning all State-funded job training and workforce |
24 | | development programs in this State. |
25 | | (b) The report shall identify each State-funded job |

1 | | training and workforce development program in this State and |
2 | | provide, at a minimum, the following information about each |
3 | | program: |
4 | | (1) the name of the State agency that appropriated the |
5 | | funding for the program; |
6 | | (2) the source of the funding for the program; |
7 | | (3) the name and location of the organizations that |
8 | | received funding under the program; |
9 | | (4) the population served by the organizations that |
10 | | received funding and the demographic breakdown of that |
11 | | population; and |
12 | | (5) the outcomes of the program, including, but not |
13 | | limited to: |
14 | | (A) number of participants enrolled; |
15 | | (B) demographic breakdown of participants; |
16 | | (C) type of training provided; |
17 | | (D) duration of the program; |
18 | | (E) employment placement rate; |
19 | | (F) wage growth and advancement of participants; |
20 | | (G) retention rates in the workforce; and |
21 | | (H) any additional metrics deemed necessary by the |
22 | | Department of Commerce and Economic Opportunity. |
23 | | Section 15. Coordination with State agencies. The |
24 | | Department of Commerce and Economic Opportunity shall |
25 | | collaborate with relevant State agencies to ensure the timely |

1 | | and accurate collection of information required for the report |
2 | | described in Section 10. |
3 | | Section 20. Publication and accessibility. The Department |
4 | | of Commerce and Economic Opportunity shall submit the report |
5 | | described in Section 10 to the General Assembly and make the |
6 | | report accessible to the public on the Department's website no |
7 | | later than one year after the effective date of this Act. |
8 | | Section 25. Department contracts. The Department of |
9 | | Commerce and Economic Opportunity may contract with the |
10 | | statewide Illinois Longitudinal Data System (ILDS) to carry |
11 | | out the provisions of this Act. |
12 | | Section 99. Effective date. This Act takes effect upon |
13 | | becoming law. |
