1 | AN ACT concerning local government. | ||||||
2 | Be it enacted by the People of the State of Illinois, | ||||||
3 | represented in the General Assembly: | ||||||
4 | Section 5. The River Conservancy Districts Act is amended | ||||||
5 | by changing Section 6 as follows: | ||||||
6 | (70 ILCS 2105/6) (from Ch. 42, par. 388) | ||||||
7 | Sec. 6. The board of trustees shall exercise all of the | ||||||
8 | powers and control the affairs and property of the district. | ||||||
9 | The board at their first meeting in May of each year shall | ||||||
10 | elect one of their number as president, one of their number as | ||||||
11 | vice-president and one of their number as secretary. The board | ||||||
12 | may appoint an engineer who may be an individual, | ||||||
13 | co-partnership or corporation, an attorney, an executive | ||||||
14 | vice-president, a manager, a treasurer, and other engineers, | ||||||
15 | attorneys, agents, clerks and assistants for the district who | ||||||
16 | shall hold office during the pleasure of the board and who | ||||||
17 | shall give such bond as the board may require. The board may | ||||||
18 | prescribe the duties and fix the compensation of all the | ||||||
19 | officers and employees of the district. A member of the board | ||||||
20 | may not receive more than $6,000 $3,000 per annum. At the | ||||||
21 | Board's discretion, the Board may adjust the compensation | ||||||
22 | amounts for inflation as determined by the Consumer Price | ||||||
23 | Index for All Urban Consumers for all items published by the |

1 | United States Department of Labor and rounded to the nearest | ||||||
2 | $100. The Board members shall also be reimbursed for ordinary | ||||||
3 | and necessary expenses incurred in performing the member's | ||||||
4 | duties under this Act. The board may pass all necessary | ||||||
5 | ordinances, rules and regulations. | ||||||

7 | Section 10. The Fox Waterway Agency Act is amended by | ||||||
8 | changing Section 6 as follows: | ||||||
9 | (615 ILCS 90/6) (from Ch. 19, par. 1206) | ||||||
10 | Sec. 6. The Board shall meet as soon as practicable after | ||||||
11 | the directors assume the duties of office and shall meet at | ||||||
12 | least 6 times annually or more often at the discretion of the | ||||||
13 | Chairman or upon the request of 2/3 of the directors. The Board | ||||||
14 | shall select from its membership a Secretary and a Treasurer. | ||||||
15 | The Treasurer shall be custodian of all Agency funds and shall | ||||||
16 | be bonded in such amount as the other members designate. The | ||||||
17 | Chairman shall have the power to vote only in the event of a | ||||||
18 | tie, but shall fully participate as a director in all other | ||||||
19 | respects. Directors and the Chairman may be compensated at the | ||||||
20 | discretion of the Board in the sum of up to $6,000 $3,000 per | ||||||
21 | year for each director and up to $10,000 $5,000 per year for | ||||||
22 | the chairman, effective immediately upon approval of the | ||||||
23 | Board. At the Board's discretion, the Board may adjust the | ||||||
24 | compensation amounts for inflation as determined by the |

7 | as the chief administrative officer of the Agency and oversee | ||||||
8 | and administer the daily function and staff of the Agency, in | ||||||
9 | accordance with Board policy. The executive director shall be | ||||||
10 | a person of recognized ability in business or waterway | ||||||
11 | management. | ||||||
