Provides that, by December 31, 2025, the Regional Transportation Authority, the Board of the Commuter Rail Division of the Authority, the Board of the Suburban Bus Division of the Authority, and the Board of the Chicago Transit Authority shall create a program to provide free rides to persons earning under 138% of the U.S. Department of Health and Human Services' poverty guidelines. Effective July 1, 2024. |

1 | | AN ACT concerning local government. |
2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly: |
4 | | Section 5. The Regional Transportation Authority Act is |
5 | | amended by changing Section 3.11 as follows: |
6 | | (70 ILCS 3615/3.11) |
7 | | Sec. 3.11. Free and reduced fare services. |
8 | | (a) The Authority shall provide the Department of Public |
9 | | Health with a monthly list of all riders that receive free or |
10 | | reduced fares. The list shall include an individual's name, |
11 | | address, and date of birth. The Department of Public Health |
12 | | shall, within 2 weeks after receipt of the list, report back to |
13 | | the Authority any discrepancies that indicate that a rider |
14 | | receiving free or reduced fare services is deceased. The |
15 | | Authority upon receipt of the report from the Department of |
16 | | Public Health shall take appropriate steps to remove any |
17 | | deceased individual's name from the list of individuals |
18 | | eligible under the free or reduced fare programs. |
19 | | (b) By December 31, 2025, the Authority and Service Boards |
20 | | shall create a program to provide free rides to persons |
21 | | earning under 138% of the poverty guidelines updated |
22 | | periodically in the Federal Register by the U.S. Department of |
23 | | Health and Human Services under the authority of 42 U.S.C. |
