| 1 | | AN ACT concerning State government.

| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Department of Central Management Services |
| 5 | | Law of the Civil Administrative Code of Illinois is amended by |
| 6 | | adding Section 405-135 as follows:

| 7 | | (20 ILCS 405/405-135 new) |
| 8 | | Sec. 405-135. Rulemaking for administrative hearing |
| 9 | | procedure. After consulting with affected State agencies, the |
| 10 | | Department of Central Management Services may adopt rules to |
| 11 | | facilitate electronic filing and rules governing practice and |
| 12 | | procedure in administrative hearings. Agencies that do not use |
| 13 | | the Department for administrative hearing support shall not be |
| 14 | | subject to any rulemaking or rules under this Section.

| 15 | | Section 99. Effective date. This Act takes effect upon |
| 16 | | becoming law. |
