SYNOPSIS AS INTRODUCED:
Appropriates $9,000,000 from the General Revenue Fund to the Department of Public Health for grants to the Illinois Association of Free and Charitable Clinics for expenses of free and charitable clinics. Provides that the funds shall be used to provide care or make referrals for uninsured or underinsured people living with acute and chronic health issues. Provides for reappropriations to the Department of Public Health. Effective July 1, 2023.

AN ACT concerning appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
Section 5. The sum of $9,000,000, or so much thereof as may be necessary, is appropriated to the Department of Public Health from the General Revenue Fund for a grant to the Illinois Association of Free and Charitable Clinics for expenses of free and charitable clinics to provide care or make referrals for uninsured or underinsured people living with acute and chronic health issues, including, but not limited to, medical health care, behavioral health care, oral health care, outreach, health education, screening and testing, medication and related expenses, disease prevention, and vaccinations.
Section 10. The sum of $9,000,000, or so much thereof as may be necessary and remains unexpended at the close of business on June 30, 2023, from appropriations heretofore made in Section 131 of Article 77 of Public Act 102-698 is reappropriated to the Department of Public Health from the General Revenue Fund for a grant to the Illinois Association of Free and Charitable Clinics for the following, including prior year costs:
(1) Grants and other expenses of free and charitable clinics in Illinois that assist in or make referrals for prevention, vaccination, and testing of COVID-19.
(2) Grants and other expenses of free and charitable clinics that assist uninsured or underinsured people living with acute and chronic health issues through medical care, outreach, health education, screening and testing, oral health care, and behavioral health services.
Section 99. Effective date. This Act takes effect July 1, 2023.
