SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Failure to Fund Instruction Act. Provides that public institutions of higher education that spend less on instruction than 33% of the amount of revenue it receives in tuition and fees shall report details on revenue and expenditures and submit a plan to spend more than 33% on instruction to the State Board of Education. Provides that any public institutions of higher education that fails to submit a plan or continues to spend less than 33% of the amount of revenue it receives in tuition and fees on instruction for 2 consecutive years shall be ineligible for participation in the monetary award program established under the Higher Education Student Assistance Act for all new applicants. Provides that the Board shall adopt rules necessary to implement the Act.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Failure to Fund Instruction Act.
 
6    Section 5. Definition. As used in this Act, "public
7institutions of higher education" means the University of
8Illinois; Southern Illinois University; Chicago State
9University; Eastern Illinois University; Governors State
10University; Illinois State University; Northeastern Illinois
11University; Northern Illinois University; Western Illinois
12University; the public community colleges of this State; and
13any other public universities, colleges, and community
14colleges now or hereafter established or authorized by the
15General Assembly.
 
16    Section 10. Failure to fund.
17    (a) Public institutions of higher education that spends
18less on instruction than 33% of the amount of revenue it
19receives in tuition and fees shall report details on revenue
20and expenditures and submit a plan to spend more than 33% on
21instruction to the State Board of Education.
22    (b) Any public institutions of higher education that fails
