Amends the Childhood Hunger Relief Act. Provides that, subject to appropriation, the State Board of Education shall award grants of up to $5,000 per school site on a competitive basis to eligible school districts, regional superintendents of schools, or entities approved by the State Board of Education for nonrecurring expenses incurred in initiating a school breakfast after the bell program. Sets forth what the grants may be used for and who gets preference for a grant.

3 | | represented in the General Assembly:

4 | | Section 5. The Childhood Hunger
Relief Act is amended by |
5 | | adding Section 18 as follows: |
6 | | (105 ILCS 126/18 new) |
7 | | Sec. 18. Breakfast after the bell grant program. |
8 | | (a) Subject to appropriation, the State Board of Education |
9 | | shall award grants of up to $5,000 per school site on a |
10 | | competitive basis to eligible school districts, regional |
11 | | superintendents of schools, or entities approved by the State |
12 | | Board of Education for nonrecurring expenses incurred in |
13 | | initiating a school breakfast program under Section 16. |
14 | | Grants awarded under this Section shall be used for |
15 | | nonrecurring costs of initiating a breakfast after the bell |
16 | | program, including the acquisition of equipment, training of |
17 | | staff in new capacities, outreach efforts to publicize new or |
18 | | expanded school breakfast programs, minor alterations to |
19 | | accommodate new equipment, computer point-of-service systems |
20 | | for food service, and the purchase of vehicles for |
21 | | transporting food to schools. Grant funds may not be used for |
22 | | the salaries and benefits of staff, food, computers, except |
23 | | computer point-of-service systems, or capital outlay. |
