Amends the Counties Code, Township Code, and Illinois Municipal Code. Provides that a disabled veteran or the disabled veteran's caregiver shall not be charged any building permit fee for improvements to the residence of the disabled veteran if the improvements are required to accommodate a disability of the veteran. Provides that the paperwork required to obtain a building permit must still be submitted. Limits home rule powers. Effective January 1, 2024.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Counties Code is amended by adding Section |
5 | | 5-12022 as follows: |
6 | | (55 ILCS 5/5-12022 new) |
7 | | Sec. 5-12022. Disabled veteran building permit fee. |
8 | | (a) A disabled veteran or the disabled veteran's caregiver |
9 | | shall not be charged any building permit fee for improvements |
10 | | to the residence of the disabled veteran if the improvements |
11 | | are required to accommodate a disability of the veteran. |
12 | | Nothing in this subsection changes the obligation of any |
13 | | person to submit to the county applications, forms, or other |
14 | | paperwork to obtain a building permit. |
15 | | (b) A home rule county may not regulate building permit |
16 | | fees in a manner inconsistent with this Section. This Section |
17 | | is a limitation under subsection (i) of Section 6 of Article |
18 | | VII of the Illinois Constitution on the concurrent exercise by |
19 | | home rule units of powers and functions exercised by the |
20 | | State. |
21 | | Section 10. The Township Code is amended by adding Section |
22 | | 110-17 as follows: |
