AMENDMENT TO SENATE BILL 1892

2    AMENDMENT NO. ______. Amend Senate Bill 1892 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Metropolitan Transit Authority Act is
5amended by changing Sections 51 and 52 as follows:
 
6    (70 ILCS 3605/51)
7    Sec. 51. Free services; eligibility.
8    (a) Notwithstanding any law to the contrary, no later than
960 days following the effective date of this amendatory Act of
10the 95th General Assembly and until subsection (b) is
11implemented, any fixed route public transportation services
12provided by, or under grant or purchase of service contracts
13of, the Board shall be provided without charge to all senior
14citizens of the Metropolitan Region (as such term is defined
15in 70 ILCS 3615/1.03) aged 65 and older, under such conditions
16as shall be prescribed by the Board.

1    (b) Notwithstanding any law to the contrary, no later than
2180 days following the effective date of this amendatory Act
3of the 96th General Assembly, any fixed route public
4transportation services provided by, or under grant or
5purchase of service contracts of, the Board shall be provided
6without charge to senior citizens aged 65 and older who meet
7the income eligibility limitation set forth in subsection
8(a-5) of Section 4 of the Senior Citizens and Persons with
9Disabilities Property Tax Relief Act, under such conditions as
10shall be prescribed by the Board. The Department on Aging
11shall furnish all information reasonably necessary to
12determine eligibility, including updated lists of individuals
13who are eligible for services without charge under this
14Section. After an initial eligibility determination is made,
15an individual's eligibility for free services shall
16automatically renew every 5 years after receipt by the
17Authority of a copy of the individual's government-issued
18identification card validating Illinois residency. Nothing in
19this Section shall relieve the Board from providing reduced
20fares as may be required by federal law.

1amendatory Act of the 95th General Assembly, all fixed route
2public transportation services provided by, or under grant or
3purchase of service contract of, the Board shall be provided
4without charge to all persons with disabilities who meet the
5income eligibility limitation set forth in subsection (a-5) of
6Section 4 of the Senior Citizens and Persons with Disabilities
7Property Tax Relief Act, under such procedures as shall be
8prescribed by the Board. The Department on Aging shall furnish
9all information reasonably necessary to determine eligibility,
10including updated lists of individuals who are eligible for
11services without charge under this Section. After an initial
12eligibility determination is made, an individual's eligibility
13for free services shall automatically renew every 5 years
14after receipt by the Authority of a copy of the individual's
15government-issued identification card validating Illinois
16residency. Individuals who have not submitted an Illinois
17Persons with a Disability Identification Card to the Authority
18shall also submit a document verifying the individual's
19disability.

21    Section 10. The Regional Transportation Authority Act is
22amended by changing Sections 3A.15, 3A.16, 3B.14, and 3B.15 as
23follows:

6provided by, or under grant or purchase of service contracts
7of, the Suburban Bus Board shall be provided without charge to
8all senior citizens of the Metropolitan Region aged 65 and
9older, under such conditions as shall be prescribed by the
10Suburban Bus Board.
11    (b) Notwithstanding any law to the contrary, no later than
12180 days following the effective date of this amendatory Act
13of the 96th General Assembly, any fixed route public
14transportation services provided by, or under grant or
15purchase of service contracts of, the Suburban Bus Board shall
16be provided without charge to senior citizens aged 65 and
17older who meet the income eligibility limitation set forth in
18subsection (a-5) of Section 4 of the Senior Citizens and
19Persons with Disabilities Property Tax Relief Act, under such
20conditions as shall be prescribed by the Suburban Bus Board.
21The Department on Aging shall furnish all information
22reasonably necessary to determine eligibility, including
23updated lists of individuals who are eligible for services
24without charge under this Section. After an initial
25eligibility determination is made, an individual's eligibility
26for free services shall automatically renew every 5 years
