| 6 | | In cases regarding abuse, abandonment, neglect, or

| 8 | | or her finding that access to such records
may be necessary for |
| 9 | | the determination of an issue before
the court. However, such |
| 10 | | access shall be limited to an in
camera inspection of the |
| 11 | | records, unless the court
determines that disclosure of the |
| 12 | | information contained
therein is necessary for the resolution |
| 13 | | of an issue then
pending before it; |
