AMENDMENT TO SENATE BILL 993

2    AMENDMENT NO. ______. Amend Senate Bill 993 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
52-3.196 as follows:
 
6    (105 ILCS 5/2-3.196 new)
7    Sec. 2-3.196. Advanced manufacturing education.
8    (a) The General Assembly finds that manufacturing is the
9most basic and singularly important industry in the State,
10that advanced manufacturing is of central importance to the
11welfare and economic stability of the State, and that the
12maintenance of this vital industry requires a continued source
13of trained and qualified individuals for employment in
14advanced manufacturing. It is the intent of the General
15Assembly that, although this Section does not create any new
16mandates, school districts are encouraged to follow the

1guidelines set forth in this Section.
2    (b) The State Board of Education shall create and maintain
3a comprehensive training program in advanced manufacturing to
4ensure an adequate supply of trained and skilled individuals
5to work in advanced manufacturing and to ensure appropriate
6representation of racial and ethnic groups in all phases of
7the industry. The State Board of Education shall develop the
8advanced manufacturing training program described in this
9subsection (b) to be taught as part of the curriculum of the
10public school system from grades K-12 and made readily
11available to all school districts. School districts may
12include programs in education in advanced manufacturing as a
13part of the curriculum of that district.
14    (c) The State Board of Education shall adopt such rules as
15are necessary to implement the provisions of this Section. The
16rules shall not create any new State mandates on school
17districts as a condition of receiving federal, State, and
18local funds by those entities.
19    (d) The State Board of Education shall assume
20responsibility for the administration of the program adopted
21under this Section throughout all public school districts as
22well as developing the program to match the requirements and
23mandates of federal programming.".
