12the Department of Commerce and Economic Opportunity. The
13adoption of emergency rules authorized by Section 5-45 and
14this Section is deemed to be necessary for the public
15interest, safety, and welfare.
16    This Section is repealed on February 3, 2025 one year
17after the effective date of this amendatory Act of the 102nd

6605-1105 of the Department of Commerce and Economic
7Opportunity Law of the Civil Administrative Code of Illinois
8may be adopted in accordance with Section 5-45 by the
9Department of Commerce and Economic Opportunity. The adoption
10of emergency rules authorized by Section 5-45 and this Section
11is deemed to be necessary for the public interest, safety, and
12welfare.
13    This Section is repealed on January 9, 2025 one year after
14the effective date of this amendatory Act of the 102nd General
15Assembly.

7    "Section 81. The Emergency Medical Services (EMS) Systems
8Act is amended by changing Section 3.22 as follows:
 
9    (210 ILCS 50/3.22)
10    Sec. 3.22. EMT Training, Recruitment, and Retention Task
11Force.
12    (a) The EMT Training, Recruitment, and Retention Task
13Force is created to address the following:
14        (1) the impact that the EMT and Paramedic shortage is
15    having on this State's EMS System and health care system;
16        (2) barriers to the training, recruitment, and
17    retention of Emergency Medical Technicians throughout this
18    State;
19        (3) steps that the State of Illinois can take,
20    including coordination and identification of State and
21    federal funding sources, to assist Illinois high schools,
22    community colleges, and ground ambulance providers to
23    train, recruit, and retain emergency medical technicians;

1        (4) the examination of current testing mechanisms for
2    EMRs, EMTs, and Paramedics and the utilization of the
3    National Registry of Emergency Medical Technicians,
4    including current pass rates by licensure level, national
5    utilization, and test preparation strategies;
6        (5) how apprenticeship programs, local, regional, and
7    statewide, can be utilized to recruit and retain EMRs,
8    EMTs, and Paramedics;
9        (6) how ground ambulance reimbursement affects the
10    recruitment and retention of EMTs and Paramedics; and
11        (7) all other areas that the Task Force deems
12    necessary to examine and assist in the recruitment and
13    retention of EMTs and Paramedics.
14    (b) The Task Force shall be comprised of the following
15members:
16        (1) one member of the Illinois General Assembly,
17    appointed by the President of the Senate, who shall serve
18    as co-chair;
19        (2) one member of the Illinois General Assembly,
20    appointed by the Speaker of the House of Representatives;
21        (3) one member of the Illinois General Assembly,
22    appointed by the Senate Minority Leader;
23        (4) one member of the Illinois General Assembly,
24    appointed by the House Minority Leader, who shall serve as
25    co-chair;
26        (5) 9 members representing private ground ambulance

1    providers throughout this State representing for-profit
2    and non-profit rural and urban ground ambulance providers,
3    appointed by the President of the Senate;
4        (6) 3 members representing hospitals, appointed by the
5    Speaker of the House of Representatives, with one member
6    representing safety-net safety net hospitals and one
7    member representing rural hospitals;
8        (7) 3 members representing a statewide association of
9    nursing homes, appointed by the President of the Senate;
10        (8) one member representing the State Board of
11    Education, appointed by the House Minority Leader;
12        (9) 2 EMS Medical Directors from a Regional EMS
13    Medical Directors Committee, appointed by the Governor;
14    and
15        (10) one member representing the Illinois Community
16    College Systems, appointed by the Minority Leader of the
17    Senate.
18    (c) Members of the Task Force shall serve without
19compensation.
20    (d) The Task Force shall convene at the call of the
21co-chairs and shall hold at least 6 meetings.
22    (e) The Task Force shall submit its final report to the
23General Assembly and the Governor no later than January 1,
242025 2024, and upon the submission of its final report, the
25Task Force shall be dissolved.

1    Section 82. The Environmental Protection Act is amended by
2changing Section 9.18 as follows:
 
3    (415 ILCS 5/9.18)
4    (Section scheduled to be repealed on January 1, 2024)
5    Sec. 9.18. Commission on market-based carbon pricing
6solutions.
7    (a) In the United States, state-based market policies to
8reduce greenhouse gases have been in operation since 2009.
9More than a quarter of the US population lives in a state with
10carbon pricing and these states represent one-third of the
11United States' gross domestic product. Market-based policies
12have proved effective at reducing emissions in states across
13the United States, and around the world. Additionally,
14well-designed carbon pricing incentivizes energy efficiency
15and drives investments in low-carbon solutions and
16technologies, such as renewables, hydrogen, biofuels, and
17carbon capture, use, and storage. Illinois must assess
18available suites of programs and policies to support a rapid,
19economy-wide decarbonization and spur the development of a
20clean energy economy in the State, while maintaining Illinois'
21competitive advantage.
22    (b) The Governor is hereby authorized to create a carbon
23pricing commission to study the short-term and long-term
24impacts of joining, implementing, or designing a sector-based,

1statewide, or regional carbon pricing program. The commission
2shall analyze and compare the relative cost of, and greenhouse
3gas reductions from, various carbon pricing programs available
4to Illinois and the Midwest, including, but not limited to:
5the Regional Greenhouse Gas Initiative (RGGI), the
6Transportation and Climate Initiative (TCI), California's
7cap-and-trade program, California's low carbon fuel standard,
8Washington State's cap-and-invest program, the Oregon Clean
9Fuels Program, and other relevant market-based programs. At
10the conclusion of the study, no later than December 31, 2022,
11the commission shall issue a public report containing its
12findings.
13    (c) This Section is repealed on January 1, 2025 2024.
