| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Counties Code is amended by changing |
| 5 | | Section 5-14008 as follows:

| 6 | | (55 ILCS 5/5-14008) |
| 7 | | Sec. 5-14008. Powers of commission; real property. The |
| 8 | | joint regional planning commission may acquire, by purchase, |
| 9 | | gift, or legacy, and hold real property for the purposes of the |
| 10 | | joint regional planning commission, and may sell and convey |
| 11 | | that property. The value of the real property shall be |
| 12 | | determined by an appraisal performed by an appraiser licensed |
| 13 | | under the Real Estate Appraiser Licensing Act of 2002 and who |
| 14 | | is certified to appraise the type or types of property to be |
| 15 | | valued. The appraisal report of the appraiser shall be |
| 16 | | available for public inspection. The joint regional planning |
| 17 | | commission may purchase the real property under contracts |
| 18 | | providing for payment in installments over a period of time of |
| 19 | | not more than 20 years and may finance the purchase of the real |
| 20 | | property under finance contracts providing for payment in |
| 21 | | installments over a period of time of not more than 20 years. |
| 22 | | This Section applies only to a joint regional planning |
| 23 | | commission if it consists of 3 or fewer counties that border |
