2 | | AMENDMENT NO. ______. Amend Senate Bill 456 by replacing |
3 | | everything after the enacting clause with the following: |
4 | | "Section 5. The School Code is amended by adding Section |
5 | | 27-20.9 as follows: |
6 | | (105 ILCS 5/27-20.9 new) |
7 | | Sec. 27-20.9. Latina, Latino, and Latin American History |
8 | | study. |
9 | | (a) Beginning with the 2024-2025 school year, every public |
10 | | elementary school and high school shall include in its |
11 | | curriculum a unit of instruction studying the events of |
12 | | Latina, Latino, and Latin American history, including the |
13 | | history of Latin Americans in Illinois and the Midwest, as |
14 | | well as the contributions of Latin Americans toward advancing |
15 | | civil rights from the 19th century onward. These events shall |
16 | | include the contributions made by individual Latin Americans |

1 | | in government and the arts, humanities, and sciences, as well |
2 | | as the contributions of Latin American communities to the |
3 | | economic, cultural, social, and political development of the |
4 | | United States. The studying of this material shall constitute |
5 | | an affirmation by students of their commitment to respect the |
6 | | dignity of all races and peoples and to forever eschew every |
7 | | form of discrimination in their lives and careers. |
8 | | (b) The State Superintendent of Education may prepare and |
9 | | make available to all school boards instructional materials, |
10 | | including those established by the Public Broadcasting |
11 | | Service, that may be used as guidelines for development of a |
12 | | unit of instruction under this Section. However, each school |
13 | | board shall itself determine the minimum amount of |
14 | | instructional time that qualifies as a unit of instruction |
15 | | satisfying the requirements of this Section. |
16 | | (c) The regional superintendent of schools shall monitor a |
17 | | school district's compliance with this Section's curricular |
18 | | requirements during the regional superintendent's annual |
19 | | compliance visit. |
20 | | (d) A school may meet the requirements of this Section |
21 | | through an online program or course. |
22 | | (e) Subject to appropriation, the State Board of Education |
23 | | shall finance educational workshops designed to assist |
24 | | teachers in the development and integration of the unit of |
25 | | instruction under this Section into the curriculum. Teachers |
26 | | shall receive a stipend for attending such a workshop. |
