2 | | AMENDMENT NO. ______. Amend Senate Bill 455 by replacing |
3 | | everything after the enacting clause with the following: |
4 | | "Section 5. The Educational Partnership Act is amended by |
5 | | changing Sections 3, 4, 5, and 5.5 and by adding Section 5.10 |
6 | | as follows: |
7 | | (110 ILCS 40/3) (from Ch. 144, par. 2203) |
8 | | Sec. 3. To facilitate such cooperation, each public |
9 | | institution of higher education as defined in "An Act creating |
10 | | a Board of Higher Education, defining its powers and duties, |
11 | | making an appropriation therefor, and repealing an Act herein |
12 | | named", approved August 22, 1961, as amended, is authorized to |
13 | | establish programs , requested by and in cooperation with |
14 | | school districts located within the community, under which |
15 | | qualified students of such institution may provide high-impact |
16 | | tutorial services to elementary and secondary school students |

1 | | who are in need of such services, as determined and requested |
2 | | by those their respective school districts. The public |
3 | | institution of higher education may also coordinate with those |
4 | | school districts to secure additional high-impact tutors from |
5 | | within the community. Programs shall include the tracking of |
6 | | student progress in reading and mathematics skills over time. |
7 | | Each public institution of higher education is encouraged to |
8 | | work in partnership with public schools in this State |
9 | | maintaining any of grades kindergarten 9 through 12 in order |
10 | | to help assure that all students entering 9th grade in the |
11 | | 1989-90 school year and thereafter are offered, during their |
12 | | years of enrollment as high school students , all coursework |
13 | | required to satisfy statewide minimum admission requirements |
14 | | and standards established by the Board of Higher Education , |
15 | | pursuant to Section 9.07 of "An Act creating a Board of Higher |
16 | | Education, defining its powers and duties, making an |
17 | | appropriation therefor, and repealing an Act herein named" , |
18 | | and coursework that satisfies specific career competencies . |

21 | | Sec. 4. Students selected by a public institution of |
22 | | higher education and tutors from the community who are |
23 | | furnishing high-impact tutoring to furnish tutorial services: |
24 | | (i) shall meet basic requirements established by the State |
25 | | Board of Education pursuant to Section 2-3.49 of The School |

1 | | Code, as now or hereafter amended; and (ii) shall be assigned |
2 | | by such institution to a specific school district or |
3 | | districts, on a regularly recurring basis, and to a particular |
4 | | representative of such district who shall be responsible for |
5 | | providing any necessary supervision and direction to the |
6 | | student or community member furnishing such high-impact |
7 | | tutorial services. |

10 | | Sec. 5. Public institutions of higher education shall, |
11 | | whenever possible, make arrangements for awarding academic |
12 | | credit to students furnishing high-impact tutoring services, |
13 | | and in addition shall provide for appropriate full or partial |
14 | | waiver of its tuition or fees to students furnishing |
15 | | high-impact tutoring services. |

18 | | Sec. 5.5. High-impact tutorial Tutorial services by |
19 | | pre-service teacher candidates. Public and private |
20 | | institutions of higher education that have approved teacher |
21 | | education programs may engage pre-service teacher candidates |
22 | | in the high-impact tutorial services provided for in this Act. |
23 | | Students furnishing high-impact tutorial services under this |
24 | | Section may receive compensation for such services while also |

1 | | receiving academic or clinical experience credit or both. |

4 | | Sec. 5.10. Provision of high-impact tutorial services; |
5 | | funding. High-impact tutorial services shall be conducted by |
6 | | pre-service teacher candidates, students selected by a public |
7 | | institution of higher education, and community members as |
8 | | provided in this Act and shall be subject to appropriation; |
9 | | however, the State Board of Education is permitted to accept |
10 | | private funding or private resources at any time to implement |
11 | | this Act. ". |
