HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate veteran member State
4Representative Dan Caulkins on his retirement and thank him
5for his service to the State of Illinois; and
 
6    WHEREAS, Rep. Caulkins was elected in November of 2018 and
7has served the House since January 2019; he served the 101st
8and the 88th Districts, following remapping, which included
9all or portions of Champaign, DeWitt, Piatt, Macon, and McLean
10counties in central Illinois; and
 
11    WHEREAS, During his time in the General Assembly, Rep.
12Caulkins served on a number of committees, including
13Appropriations-General Service, Public Utilities,
14Prescription Drug Affordability, Energy and Environment,
15Cybersecurity, Data Analytics, and IT, and Labor and Commerce,
16as well as the Occupational Licenses subcommittee; in the
17103rd General Assembly, he served as the Republican
18Spokesperson for the Cybersecurity, Data Analytics, and IT and
19Prescription Drug Affordability committees; and
 
20    WHEREAS, Rep. Caulkins has been an incredible advocate for
21the Second Amendment, stronger ethics reforms, lower taxes,
22and the pro-life movement, and he has been a loud and staunch

1opponent to the firearms ban, constant government overreach,
2and non-citizen spending and will continue to advocate in
3retirement; and
 
4    WHEREAS, Rep. Caulkins graduated from Stephen Decatur High
5School and attended Eastern Illinois University; and
 
6    WHEREAS, Prior to his service in the Illinois House, Rep.
7Caulkins served for 20 years in the United States Army and is a
8retired major with the Illinois Army National Guard; and
 
9    WHEREAS, Rep. Caulkins is committed to public service,
10which he continued after his military service by serving on
11the Decatur City Council for four years, as a trustee for
12Eastern Illinois University, and on several other community
13boards and committees; and
 
14    WHEREAS, Rep. Caulkins worked for manufacturing giant ADM
15and several other companies, and in 1989, he founded a company
16to build and operate a 19-bed group home for developmentally
17disabled adults in Sullivan; and
 
18    WHEREAS, Rep. Caulkins became the chief operating officer
19of Patterson House, Inc., an assisted living facility, and was
20responsible for day-to-day operations; through his leadership,
21it expanded to include three homes and two CILAs with 74

1residents and over 100 employees; and
 
2    WHEREAS, Rep. Caulkins has been married to his wife, Jo,
3for over 50 years, and they reside in Decatur; therefore, be it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6we commend State Representative Dan Caulkins on his
7distinguished service as state representative and wish him all
8the best in his future endeavors; and be it further
 
9    RESOLVED, That a suitable copy of this resolution be
10presented to Rep. Caulkins as a symbol of our esteem and
11respect for our colleague and friend.
