2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate the Illinois Police |
4 | | Officers' Pension Investment Fund (IPOPIF) on receiving the |
5 | | Certificate of Achievement for Excellence in Financial |
6 | | Reporting by the Government Finance Officers Association |
7 | | (GFOA); and |
8 | | WHEREAS, GFOA established the Certificate of Achievement |
9 | | for Excellence in Financial Reporting Program in 1945 to |
10 | | encourage and assist state and local governments to go beyond |
11 | | the minimum requirements of generally accepted accounting |
12 | | principles to prepare annual comprehensive financial reports |
13 | | that evidence the spirit of transparency and full disclosure |
14 | | and then to recognize individual governments that succeed in |
15 | | achieving that goal; and |
16 | | WHEREAS, The Certificate of Achievement is the highest |
17 | | form of recognition in the area of governmental accounting and |
18 | | financial reporting, and its attainment represents a |
19 | | significant accomplishment by a government and its management |
20 | | and signifies that the annual certified financial report |
21 | | (ACFR) satisfied the high standards of the program; and |
22 | | WHEREAS, IPOPIF was awarded the Certificate of Achievement |

1 | | for Excellence in Financial Reporting for its annual |
2 | | comprehensive financial report for the year ending on June 30, |
3 | | 2023, marking the first time that the organization applied for |
4 | | the award and coinciding with a more comprehensive ACFR for |
5 | | fiscal year 2023 based on the growth of the fund in terms of |
6 | | the investment program and transfer of assets of a majority of |
7 | | the Article 3 police pension funds; and |
8 | | WHEREAS, IPOPIF earned the Certificate of Achievement for |
9 | | Excellence in Financial Reporting under the leadership of |
10 | | Executive Director Richard White and through the efforts, |
11 | | attention to detail, and commitment of Chief Financial Officer |
12 | | Regina Tuczak and Senior Accountant Amy Zick; therefore, be it |
13 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
14 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
15 | | we congratulate the Illinois Police Officers' Pension |
16 | | Investment Fund (IPOPIF) on being awarded the Certificate of |
17 | | Achievement for Excellence in Financial Reporting by the |
18 | | Government Finance Officers Association (GFOA); and be it |
19 | | further |
20 | | RESOLVED, That a suitable copy of this resolution be |
21 | | presented to Executive Director Richard White of the Illinois |
22 | | Police Officers' Pension Investment Fund as an expression of |
23 | | our esteem and respect. |
