2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate Brian W. Caputo, Ph.D. on |
4 | | the occasion of his retirement as president of College of |
5 | | DuPage; and |
6 | | WHEREAS, Dr. Caputo earned a Bachelor of Science from the |
7 | | U.S. Military Academy at West Point, a Master of Science in |
8 | | Accountancy from DePaul University, and both a Master of |
9 | | Public Administration and a Ph.D. with fields of study in |
10 | | public administration, public policy, and government finance |
11 | | from Northern Illinois University (NIU); he is a Certified |
12 | | Public Accountant (CPA) and a Certified Public Finance Officer |
13 | | (CPFO); and |
14 | | WHEREAS, Dr. Caputo served in the U.S. Army Reserve for 22 |
15 | | years, where he specialized in human resources and financial |
16 | | management and led numerous command assignments, before |
17 | | retiring as a lieutenant colonel in 2004; and |
18 | | WHEREAS, Before coming to College of DuPage, Dr. Caputo |
19 | | served as chief financial officer/city treasurer of the City |
20 | | of Aurora for nearly 19 years; and |
21 | | WHEREAS, Dr. Caputo's career in higher education includes |

1 | | positions as a full-time faculty member at Central Michigan |
2 | | University and an adjunct professor at NIU; he has also served |
3 | | as a lecturer in numerous academic and professional |
4 | | capacities, including teaching classes in accountancy at |
5 | | College of DuPage; and |
6 | | WHEREAS, Prior to his appointment as president of College |
7 | | of DuPage, Dr. Caputo served as vice president for |
8 | | administrative affairs and chief financial officer; upon |
9 | | becoming president in July 2019, he implemented his Strategic |
10 | | Long-Range Plan to encourage student success and to establish |
11 | | the arts, culture, community engagement, economic development, |
12 | | and organizational culture as essential pillars of the |
13 | | college; and |
14 | | WHEREAS, During his tenure, Dr. Caputo sought to advance |
15 | | student success through the implementation of College of |
16 | | DuPage's Guided Pathways Initiative, a framework designed to |
17 | | help students effectively choose, enter, and complete a |
18 | | program of study that aligns with their goals for employment |
19 | | and further education, and was deeply involved in the |
20 | | college's Project Hire-Ed, a workforce development program to |
21 | | better align post-secondary education with workforce skill |
22 | | requirements through partnerships with area employers; seeking |
23 | | to close achievement gaps that currently exist for students of |
24 | | color and those who are underserved by 2025, he led the |

1 | | development of college's first equity plan in early 2020, |
2 | | serving as presiding officer of the Equity and Access Team to |
3 | | further aid the plan's implementation; and |
4 | | WHEREAS, Dr. Caputo has further served College of DuPage |
5 | | and the surrounding community through supporting the creation |
6 | | of Innovation DuPage, a business incubator-accelerator |
7 | | designed to promote economic growth by leveraging partnerships |
8 | | with public and private entities, and he presently serves as a |
9 | | director of Choose DuPage, the county's economic development |
10 | | agency; and |
11 | | WHEREAS, Dr. Caputo has previously served as a member of |
12 | | the Commission on Structured Pathways of the American |
13 | | Association of Community Colleges, and he has served as a |
14 | | member on the Governmental Accounting Standards Board since |
15 | | 2015; he is a peer accreditation reviewer with the Higher |
16 | | Learning Commission, and he also represents College of DuPage |
17 | | on the Illinois Council of Community College Presidents and |
18 | | chairs the council's Credential Committee; and |
19 | | WHEREAS, Dr. Caputo has received several accolades, |
20 | | including being named the 2014 Government CFO of the Year by |
21 | | The Daily Herald Business Ledger, receiving the Model |
22 | | Administrator Award from The Greater Chicago Chapter of the |
23 | | American Society for Public Administration in 2018, and being |

1 | | recognized as a Notable Veteran Executive by Crain's Chicago |
2 | | Business in 2020; and |
3 | | WHEREAS, Outside of his professional duties, Dr. Caputo |
4 | | has volunteered with the Boy Scouts of America (BSA) for |
5 | | decades; an Eagle Scout himself, he recently served as the |
6 | | president of the Three Fires Council of the BSA; for his |
7 | | distinguished service to the community, he received the 2021 |
8 | | Outstanding Eagle Scout Award from the National Eagle Scout |
9 | | Association; and |
10 | | WHEREAS, Dr. Caputo and his wife, Karen, are the parents |
11 | | of three children, Brian Jr., Gregory, and Katherine; |
12 | | therefore, be it |
13 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
14 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
15 | | we congratulate Brian W. Caputo, Ph.D. on his retirement as |
16 | | president of College of DuPage, and we wish him the best in all |
17 | | his future endeavors; and be it further |
18 | | RESOLVED, That a suitable copy of this resolution be |
19 | | presented to Dr. Caputo as a symbol of our esteem and respect. |
