| 2 | | WHEREAS, The members of the Illinois House or |
| 3 | | Representatives wish to congratulate Vanessa Birchler on the |
| 4 | | occasion of being elected the 2024 national president of |
| 5 | | Junior Chamber International (JCI) USA; and
|
| 6 | | WHEREAS, JCI USA, also known as the Jaycees, is an |
| 7 | | organization dedicated to promoting leadership and business |
| 8 | | development through acts of social service; and
|
| 9 | | WHEREAS, The 104th national president in JCI USA history, |
| 10 | | Vanessa Birchler has had a long and successful career within |
| 11 | | JCI, starting when she joined the New Baden Jaycees in January |
| 12 | | 2007; at her local chapter, she previously held many roles, |
| 13 | | including management vice president and treasurer, and served |
| 14 | | as chapter president from 2008 to 2009; and
|
| 15 | | WHEREAS, Vanessa Birchler has also held numerous positions |
| 16 | | with the State Team of the Illinois Jaycees, including serving |
| 17 | | as district director of Region V and program manager of the |
| 18 | | Program Management Guides (PMG); she also served as |
| 19 | | programming vice president in 2015, administrative vice |
| 20 | | president in 2016, membership vice president in 2017, and the |
| 21 | | 87th state president in 2018; and
|

| 1 | | WHEREAS, Vanessa Birchler has worked for JCI USA since |
| 2 | | 2019, initially serving as conference organizing committee |
| 3 | | director and co-program manager for Ten Outstanding Young |
| 4 | | Americans (TOYA); she then served as national vice president |
| 5 | | under the area of partnerships in 2021 and chief of staff in |
| 6 | | 2022; she was elected national deputy president in 2023; and
|
| 7 | | WHEREAS, Vanessa Birchler has received many honors |
| 8 | | throughout her tenure with JCI; for her outstanding service as |
| 9 | | a state officer, she was awarded the R. Bradley Trafton |
| 10 | | Memorial Award by JCI USA in 2014, 2015, and 2016; she was |
| 11 | | recognized with JCI Senatorship #74430 by the New Baden |
| 12 | | Jaycees in 2015; and
|
| 13 | | WHEREAS, Vanessa Birchler and her husband, Mike, reside in |
| 14 | | Okawville, where they enjoy spending time with their niece and |
| 15 | | nephew, bowling, trail riding in their all utility vehicle, |
| 16 | | and serving the community with fellow Jaycees through their |
| 17 | | home chapter; therefore, be it

| 18 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 19 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 20 | | we congratulate Vanessa Birchler on being elected the 2024 |
| 21 | | national president of Junior Chamber International (JCI) USA, |
| 22 | | also known as the Jaycees, and we commend her for her long |
| 23 | | history of service to her community; and be it further
