HOUSE RESOLUTION

 
2    WHEREAS, Recycling reduces waste sent to landfills,
3conserves natural resources, and reduces pollution; and
 
4    WHEREAS, The State of Illinois, like any large entity,
5produces waste; and
 
6    WHEREAS, To reduce the amount of waste created by the
7State, the General Assembly created the State agency materials
8recycling program; and
 
9    WHEREAS, The program requirements state that, beginning in
101989, 10% of the dollar value of paper and paper products
11procured by Central Management Services is to be spent on
12recycled paper and paper products, and that percentage
13gradually increased to its current statutory level of 50%,
14which was reached in 2000; and
 
15    WHEREAS, The program requires that Central Management
16Services, in coordination with the Illinois Environmental
17Protection Agency, implement waste reduction programs designed
18to achieve waste reduction of at least 50% by 2000; and
 
19    WHEREAS, Members of the General Assembly would like to
20verify that the requirements of the program are being met;

1therefore, be it
 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4the Auditor General is directed to conduct an audit of the
5State agency materials recycling program; and be it further
 
6    RESOLVED, That the audit include, but not be limited to,
7the following:
8        (1) An examination of the spending on recycled paper
9    and paper products by State agencies for compliance with
10    the State agency materials recycling program, 415 ILCS
11    20/3; and
12        (2) An examination of the waste reduction programs
13    instituted by Central Management Services for compliance
14    with the waste reduction targets of the State agency
15    materials recycling program; and be it further
 
16    RESOLVED, That Central Management Services, the
17Environmental Protection Agency, and any other State agency or
18other entity having information relevant to this audit are
19urged to cooperate fully and promptly with the Auditor
20General's Office in the conduct of this audit; and be it
21further
 
22    RESOLVED, That the Auditor General commence this audit as

1soon as possible and report its findings and recommendations
2upon completion in accordance with the provisions of the
3Illinois State Auditing Act; and be it further
 
4    RESOLVED, That suitable copies of this resolution shall be
5delivered to the Auditor General, the Director of the
6Environmental Protection Agency, and the Director of the
7Illinois Department of Central Management Services.
