2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate the Honorable Amy Sholar |
4 | | on her assignment to the Fifth District Appellate Court; and |
5 | | WHEREAS, The Fifth Appellate District hears cases from |
6 | | across 48 counties in the southernmost part of Illinois, |
7 | | including Alexander, Bond, Champaign, Christian, Clark, Clay, |
8 | | Clinton, Coles, Crawford, Cumberland, DeWitt, Douglas, Edgar, |
9 | | Edwards, Effingham, Fayette, Franklin, Gallatin, Hamilton, |
10 | | Hardin, Jackson, Jasper, Jefferson, Johnson, Lawrence, Macon, |
11 | | Madison, Marion, Massac, Monroe, Montgomery, Moultrie, Perry, |
12 | | Piatt, Pope, Pulaski, Randolph, Richland, St. Clair, Saline, |
13 | | Shelby, Union, Vermilion, Wabash, Washington, Wayne, White, |
14 | | and Williamson; and |
15 | | WHEREAS, Judge Sholar, a lifelong resident of Madison |
16 | | County, earned a Bachelor of Arts from Southern Illinois |
17 | | University Edwardsville before continuing her education at St. |
18 | | Louis University, where she received her Juris Doctor in 2001; |
19 | | and |
20 | | WHEREAS, Prior to becoming a judge, Judge Sholar practiced |
21 | | law, starting her own law practice as a founding partner at |
22 | | Sholar Stephan Law in Alton, where she worked from 2016 to |

1 | | 2021; before pursuing private practice, she worked in solo |
2 | | practice at Amy Sholar, P.C., served as planning coordinator |
3 | | for the City of Alton for three years, and served as an intern |
4 | | at Madison County State's Attorney's Office; and |
5 | | WHEREAS, Judge Sholar was first appointed to the bench as |
6 | | a Third Circuit Judge on April 30, 2021; she was elected as a |
7 | | Resident Circuit Judge for Madison County in 2022; she also |
8 | | served as the Presiding Judge of the Family Division and was |
9 | | appointed by the Illinois Supreme Court to serve on the |
10 | | Judicial Inquiry Board in May 2023; and |
11 | | WHEREAS, Judge Sholar has excelled in every facet of her |
12 | | legal career, earning her several appointments; she was |
13 | | appointed to the Southern Illinois University Board of |
14 | | Trustees by Governor Bruce Rauner, serving on the board from |
15 | | April 2015 to December 2020; during her term, she served as |
16 | | chairperson from 2018 to 2019; and |
17 | | WHEREAS, Judge Sholar has been a notable member of several |
18 | | professional associations, including the Illinois State Bar |
19 | | Association, the Madison County Bar Association, and the |
20 | | Alton-Wood River Bar Association, where she formerly served as |
21 | | president and secretary; and |
22 | | WHEREAS, Judge Sholar, known for her integrity, fairness, |

1 | | and her diligent, hardworking nature, has exhibited high |
2 | | levels of knowledge, expertise, and professionalism in the |
3 | | delivery of her assignments as a judge; and |
4 | | WHEREAS, Judge Sholar, who is married and the mother of |
5 | | two adult children, is a current resident of the Alton/Godfrey |
6 | | area; therefore, be it |
7 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
8 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
9 | | we congratulate the Honorable Amy Sholar on her assignment to |
10 | | the Fifth District Appellate Court, and we recognize the |
11 | | passion, commitment, and invaluable experience she brings to |
12 | | the bench; and be it further |
13 | | RESOLVED, That we extend our best wishes to Judge Sholar |
14 | | on her recent appointment; and be it further |
15 | | RESOLVED, That a suitable copy of this resolution be |
16 | | presented to Judge Sholar as an expression of our recognition. |
