HOUSE RESOLUTION

 
2    WHEREAS, Blood clots can form throughout the human body,
3can lead to illness, disability, and even death if not treated
4early, and do not discriminate by age, gender, ethnicity, or
5race; and
 
6    WHEREAS, On average, blood clots cause the death of one
7person every six minutes; according to The Surgeon General's
8Call to Action to Prevent Deep Vein Thrombosis and Pulmonary
9Embolism, 2008, they cause the deaths of approximately 100,000
10people every year; and
 
11    WHEREAS, As indicated by the public education campaign
12Stop the Clot, Spread the WordŽ, made possible through the
13partnership of the National Blood Clot Alliance (NBCA) and the
14Centers for Disease Control and Prevention (CDC), up to
15900,000 people are affected by blood clots every year; and
 
16    WHEREAS, Blood clots can be further defined as a deep vein
17thrombosis (DVT) or a pulmonary embolism (PE), with a DVT
18occurring if a blood clot forms in one of the large veins,
19typically in a person's lower leg, thigh, pelvis, or arm, and
20this type of blood clot can partly or completely block the flow
21of blood or blood circulation in the body; if a blood clot is
22left untreated, it can move or break off and travel to the

1lungs, causing a blockage known as a PE, which requires
2immediate medical attention; and
 
3    WHEREAS, It is important to recognize the signs and
4symptoms of a blood clot, with a DVT often presenting as
5swelling of the affected area, pain, tenderness, and redness
6or discoloration of the skin; by comparison, someone
7experiencing a PE often presents as having difficulty
8breathing, a faster than normal or irregular heartbeat,
9coughing up blood, and very low blood pressure,
10lightheadedness, or fainting; and
 
11    WHEREAS, Blood clots are preventable, and the best ways to
12prevent them include knowing your risks factors, recognizing
13the signs and symptoms, informing a medical professional if
14you have any risk factors, speaking with a medical
15professional about blood clots before any surgical procedure,
16and seeing a medical professional as soon as you possible if
17you develop any symptoms; and
 
18    WHEREAS, To better inform the public of the risks, signs,
19and symptoms of blood clots, the NBCA annually promotes March
20as Blood Clot Awareness Month; therefore, be it
 
21    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
22HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

1we declare the month of March 2024 as Blood Clot Awareness
2Month in the State of Illinois; and be it further
 
3    RESOLVED, That suitable copies of this resolution be
4presented to the Bleeding & Clotting Disorders Institute, the
5Deveraux Hubbard II Foundation, and the National Blood Clot
6Alliance with our sincere appreciation for their efforts.
