HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Roy Newton on the
4occasion of his retirement as chief of police for the city of
5Lombard on March 1, 2023; and
 
6    WHEREAS, Chief Newton was born and raised in Lombard, the
7youngest of eight sons of the late Bernard and Dorothy Newton;
8he attended Sacred Heart School and Glenbard East High School;
9he received his associate's degree at the College of DuPage
10and his Bachelor of Arts from Benedictine University in Lisle;
11and
 
12    WHEREAS, Chief Newton had a passion to serve as a police
13officer; he became a police explorer cadet in 1983 and a
14community service officer on August 18, 1986; he was sworn in
15as a Lombard police officer on February 27, 1995 and rose
16through the ranks; he was promoted to sergeant on November 13,
172001, lieutenant on June 9, 2009, and deputy chief on August
1814, 2013; he was sworn in as the Lombard Police Department's
1916th chief of police on July 30, 2017; and
 
20    WHEREAS, Chief Newton provided the leadership and
21team-building skills necessary to create a safe community for
22Lombard residents and the drive and commitment to ensure all

1members of the department received training and the most
2up-to-date equipment and technology necessary to perform their
3day-to-day duties and the responsibilities of their jobs; and
 
4    WHEREAS, Chief Newton's strong character and ethical
5values are reflected in the success of the Lombard Police
6Department, including its ongoing CALEA certification, a
7recognition that exemplifies the highest police standards and
8sets Lombard apart as one of 41 departments out of 770 in the
9United States to be accredited, with less than 2% of agencies
10in the United States receiving the "excellence" award, which
11the Lombard Police Department received in 2022; and
 
12    WHEREAS, Chief Newton's professional conduct and devotion
13to law enforcement have been made evident through his nearly
1440 years of public service; therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
16HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17we congratulate Roy Newton on the occasion of his retirement
18as chief of police for the city of Lombard, and we wish him the
19best in all his future endeavors; and be it further
 
20    RESOLVED, That a suitable copy of this resolution be
21presented to Chief Newton as a symbol of our respect and
22esteem.
