2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Roy Newton on the | ||||||
4 | occasion of his retirement as chief of police for the city of | ||||||
5 | Lombard on March 1, 2023; and
| ||||||
6 | WHEREAS, Chief Newton was born and raised in Lombard, the | ||||||
7 | youngest of eight sons of the late Bernard and Dorothy Newton; | ||||||
8 | he attended Sacred Heart School and Glenbard East High School; | ||||||
9 | he received his associate's degree at the College of DuPage | ||||||
10 | and his Bachelor of Arts from Benedictine University in Lisle; | ||||||
11 | and
| ||||||
12 | WHEREAS, Chief Newton had a passion to serve as a police | ||||||
13 | officer; he became a police explorer cadet in 1983 and a | ||||||
14 | community service officer on August 18, 1986; he was sworn in | ||||||
15 | as a Lombard police officer on February 27, 1995 and rose | ||||||
16 | through the ranks; he was promoted to sergeant on November 13, | ||||||
17 | 2001, lieutenant on June 9, 2009, and deputy chief on August | ||||||
18 | 14, 2013; he was sworn in as the Lombard Police Department's | ||||||
19 | 16th chief of police on July 30, 2017; and
| ||||||
20 | WHEREAS, Chief Newton provided the leadership and | ||||||
21 | team-building skills necessary to create a safe community for | ||||||
22 | Lombard residents and the drive and commitment to ensure all |

1 | members of the department received training and the most | ||||||
2 | up-to-date equipment and technology necessary to perform their | ||||||
3 | day-to-day duties and the responsibilities of their jobs; and | ||||||
4 | WHEREAS, Chief Newton's strong character and ethical | ||||||
5 | values are reflected in the success of the Lombard Police | ||||||
6 | Department, including its ongoing CALEA certification, a | ||||||
7 | recognition that exemplifies the highest police standards and | ||||||
8 | sets Lombard apart as one of 41 departments out of 770 in the | ||||||
9 | United States to be accredited, with less than 2% of agencies | ||||||
10 | in the United States receiving the "excellence" award, which | ||||||
11 | the Lombard Police Department received in 2022; and | ||||||
12 | WHEREAS, Chief Newton's professional conduct and devotion | ||||||
13 | to law enforcement have been made evident through his nearly | ||||||
14 | 40 years of public service; therefore, be it
| ||||||
15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
16 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
17 | we congratulate Roy Newton on the occasion of his retirement | ||||||
18 | as chief of police for the city of Lombard, and we wish him the | ||||||
19 | best in all his future endeavors; and be it further

20 | RESOLVED, That a suitable copy of this resolution be | ||||||
21 | presented to Chief Newton as a symbol of our respect and | ||||||
22 | esteem.
