3 | | Representatives are saddened to learn of the death of Rockford |
4 | | Alderman Theophelo "Tuffy" Quinonez, who passed away on |
5 | | February 27, 2023; and

6 | | WHEREAS, Tuffy Quinonez was born in Chicago to Tiofilo |
7 | | "Ted" M. and Alberta M. (Martinez) Quinonez on January 31, |
8 | | 1947; he moved to Rockford at the age of five and graduated |
9 | | from West High School in 1965 before attending Lincoln Barber |
10 | | College; he served his country honorably in the United States |
11 | | Army; and

12 | | WHEREAS, As a successful businessman and strong small |
13 | | business advocate, Tuffy Quinonez was a pillar of his |
14 | | community; he was the founder of the Rockford Area Mexican |
15 | | Business Association and a member of the American Legion, the |
16 | | VFW, the Navy Club, Club Patriotico Mexicano (CPM), Lo Vox |
17 | | Latina, the Latin American Community Organization, the 7th |
18 | | Street VFW in Rockford where he served as a Delegate, the |
19 | | Association of Clubs, and the Broadway Business Association; |
20 | | and

21 | | WHEREAS, Tuffy Quinonez sought to uplift those in his |
22 | | community through public service; he served multiple terms as |
