2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to congratulate Dr. Sylvia M. Jenkins on | ||||||
4 | the occasion of her retirement as president of Moraine Valley | ||||||
5 | Community College; and
| ||||||
6 | WHEREAS, Dr. Jenkins became the fifth president of Moraine | ||||||
7 | Valley Community College, one of the largest community | ||||||
8 | colleges in Illinois, on July 1, 2012; she previously served | ||||||
9 | as vice president of Academic Affairs, dean of Academic | ||||||
10 | Development & Learning Resources, assistant dean for the | ||||||
11 | Center for Teaching & Learning/director of the library, public | ||||||
12 | services librarian at Moraine Valley in Palos Hills, and | ||||||
13 | director of Library Services and public services librarian at | ||||||
14 | Virginia Union University in Richmond, Virginia; and
| ||||||
15 | WHEREAS, Dr. Jenkins was appointed by Gov. JB Pritzker to | ||||||
16 | sit on the Illinois Community College Board (2021) and serves | ||||||
17 | on several other boards, including the League for Innovation | ||||||
18 | in the Community College (chair 2018-19), Community Colleges | ||||||
19 | for International Development (chair 2019-20), the Moraine | ||||||
20 | Area Career Systems CEO Council, the Chicago Regional College | ||||||
21 | Program, and the South Metropolitan Higher Education | ||||||
22 | Consortium Presidents' Council; and |

1 | WHEREAS, Dr. Jenkins served on the Higher Learning | ||||||
2 | Commission's Partners in Transformation advisory group on | ||||||
3 | innovation in higher education (2017-19); she was an elected | ||||||
4 | member of the American Association of Community College's | ||||||
5 | board of directors (2016-19); she served from 2016-19 as an | ||||||
6 | associate member regional representative of the Hispanic | ||||||
7 | Association of Colleges and Universities; since 2016, she has | ||||||
8 | served as a National Advisory Board member for the Ferris | ||||||
9 | State University Doctorate in Community College Leadership | ||||||
10 | (chair 2021-22) and was featured in its 2017 Legendary | ||||||
11 | Leadership video series; she is a member of the Illinois Green | ||||||
12 | Economy Network President's Steering Committee; she is a | ||||||
13 | member of the Illinois Council of Community College Presidents | ||||||
14 | (vice chair 2019-20, chair 2020-21); she also serves on the | ||||||
15 | Cook County Workforce Innovation Board and the Forest Preserve | ||||||
16 | District of Cook County's Conservation and Policy Council; and | ||||||
17 | WHEREAS, Dr. Jenkins was selected by District 3 of the | ||||||
18 | National Council for Marketing and Public Relations as its | ||||||
19 | 2021 Pacesetter of the Year for demonstrating leadership and | ||||||
20 | support of college communication and marketing efforts; in | ||||||
21 | June of 2021, she also received the Advocacy Award from the | ||||||
22 | Illinois Community College Trustees Association for her | ||||||
23 | leadership in advocating for the needs of students and the | ||||||
24 | community college system in Illinois; in December 2018, the | ||||||
25 | Council for Advancement in Support of Education (CASE) |

1 | presented her with the CASE V Chief Executive Leadership | ||||||
2 | Award, and she received the Craig Stettner Award for | ||||||
3 | Environmental Education from the Chicago Audubon Society in | ||||||
4 | spring 2019; in February 2018, she was recognized by Illinois | ||||||
5 | State Treasurer Michael Frerichs with an Outstanding | ||||||
6 | Commitment in Education Award; in June 2017, she was | ||||||
7 | recognized with the Mosque Foundation's 2017 Leadership Award | ||||||
8 | for exemplary efforts in fostering the celebration of | ||||||
9 | diversity in the college and community; in 2017, she was | ||||||
10 | recognized with a scholarship in her name through the Moraine | ||||||
11 | Valley Foundation — the Dr. Sylvia M. Jenkins Women's | ||||||
12 | Leadership Scholarship, which is an annual scholarship to | ||||||
13 | support the education goals of future female leaders; and | ||||||
14 | WHEREAS, Dr. Jenkins was a panelist for the World | ||||||
15 | Federation of Colleges and Polytechnics World Congress in | ||||||
16 | Melbourne, Australia on Establishing Holistic Partnerships to | ||||||
17 | Embed Cybersecurity (October 2018); she was an external juror | ||||||
18 | for Johnson County Community College's BNSF Railway Faculty | ||||||
19 | Achievement Award (May 2018); she was an invited keynote | ||||||
20 | speaker for Drexel University's Assessment Conference | ||||||
21 | (September 2017); she was a co-presenter at the Association of | ||||||
22 | Community College Trustees Leadership Congress (October 2016) | ||||||
23 | and a panelist at the 2016 Assessment Institute hosted by | ||||||
24 | Indiana University-Purdue University Indianapolis (October | ||||||
25 | 2016); she was a co-presenter at the League for Innovation in |

1 | the Community College's Innovations Conference (March 2016); | ||||||
2 | she has also been an invited faculty member of the League for | ||||||
3 | Innovation's Executive Leadership Institute/ELI (2013, 2014, | ||||||
4 | 2017, 2018, 2019); and
| ||||||
5 | WHEREAS, Dr. Jenkins is a member of the Rotary Club of | ||||||
6 | Moraine Valley and the Delta Sigma Theta Sorority, Chicago | ||||||
7 | Alumnae Chapter; and
| ||||||
8 | WHEREAS, Dr. Jenkins holds a Ph.D. in Education and Human | ||||||
9 | Resource Studies with a specialization in Community College | ||||||
10 | Leadership from Colorado State University, a Master of Library | ||||||
11 | Science from State University of New York at Albany, and a | ||||||
12 | Bachelor of Science in English Education from Grambling State | ||||||
13 | University; and
| ||||||
14 | WHEREAS, Dr. Jenkins and her husband, Craig, have four | ||||||
15 | daughters, Carmen, Courtney, Christine, and Carol, and 10 | ||||||
16 | grandchildren; therefore, be it
| ||||||
17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
18 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
19 | we congratulate Dr. Sylvia M. Jenkins on her retirement as | ||||||
20 | president of Moraine Valley Community College, and we wish her | ||||||
21 | the best in all her future endeavors; and be it further
