2 | | WHEREAS, The Free Republic of Liberland was proclaimed on |
3 | | April 13, 2015 upon Terra Nullius, a parcel of land unclaimed |
4 | | by any other nation or private entity since the dissolution of |
5 | | the Socialist Federal Republic of Yugoslavia in 1991; and
|
6 | | WHEREAS, Liberland meets the criteria for statehood as |
7 | | codified in the Montevideo Convention on the Rights and Duties |
8 | | of States, a treatise that has been ratified by the United |
9 | | States of America; and
|
10 | | WHEREAS, Liberland's constitution and systems of |
11 | | governance have been established with significant guidance |
12 | | from the writings of Thomas Jefferson, James Madison, and |
13 | | other founders of the United States of America; and
|
14 | | WHEREAS, The foreign ministry of Liberland has |
15 | | continuously and publicly expressed its aspirations for |
16 | | strong, peaceful, and mutually-beneficial relations with the |
17 | | United States; and
|
18 | | WHEREAS, All cabinet members of Liberland have proclaimed |
19 | | the continued maintenance of peace in the Balkan Peninsula as |
20 | | a vital national interest; and
|

1 | | WHEREAS, Liberland is committed to be a catalyst for |
2 | | economic development, free trade, and investment, both within |
3 | | its borders and throughout the Balkan region; and
|
4 | | WHEREAS, The primary domestic foundation of Liberland's |
5 | | government is the preservation of the inherent natural rights |
6 | | and individual liberties of its citizens, residents, visitors, |
7 | | and guests; and
|
8 | | WHEREAS, Welcoming Liberland into the community of nations |
9 | | will further the vision of the State of Illinois to secure the |
10 | | freedoms of self-determination for all peoples; therefore, be |
11 | | it
|
12 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
13 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
14 | | we encourage the further development of Liberland and the |
15 | | efforts of its government and citizens to establish a new |
16 | | partner in guaranteeing the rights of life, liberty, and the |
17 | | pursuit of happiness; and be it further

18 | | RESOLVED, That we request the President of the United |
19 | | States, the Secretary of the State, the Senate Foreign |
20 | | Relations Committee, and the House Committee on Foreign |
21 | | Affairs to consider recognizing the Free Republic of |
22 | | Liberland; and be it further
