1 | AMENDMENT TO HOUSE RESOLUTION 84

2 | AMENDMENT NO. ___. Amend House Resolution 84 by deleting | ||||||
3 | everything after heading and replacing it with the following: | ||||||
4 | "WHEREAS, The Illinois Tollway currently uses rubber | ||||||
5 | modified asphalt in the
construction of our roads, and many | ||||||
6 | other states use this material as well, including Georgia, | ||||||
7 | California, Texas,
and others; however, the Illinois | ||||||
8 | Department of Transportation does not; and | ||||||
9 | WHEREAS, Years of studies have proven that rubber modified | ||||||
10 | asphalt delivers a better
performance than regular asphalt and | ||||||
11 | is a cheaper option; utilizing this option also has
additional | ||||||
12 | environmental benefits as it lowers the carbon footprint; the | ||||||
13 | value of using
rubber in roads has not been pursued by the | ||||||
14 | Illinois Department of Transportation and is
a resource left | ||||||
15 | unexploited; and |

1 | WHEREAS, An increase of the use of rubber modified asphalt | ||||||
2 | would be
beneficial to not only the State but also the tire | ||||||
3 | recycling industry; this would
be an ideal use for scrap tires | ||||||
4 | and will deliver better performing roads, providing a
better | ||||||
5 | alternative to the current system; therefore, be it | ||||||
6 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
| ||||||
7 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
8 | we urge the Illinois Department of Transportation to use | ||||||
9 | rubber modified asphalt as a material for building and | ||||||
10 | maintaining roads; and be it further | ||||||
11 | RESOLVED, The recycling fee collected during the purchase | ||||||
12 | of tires should be used
for only rubber recycling, which would | ||||||
13 | help solve the issues for which that product is directly
| ||||||
14 | responsible; and be it further | ||||||
15 | RESOLVED, A suitable copy of this resolution be delivered | ||||||
16 | to the Secretary of the Illinois Department of | ||||||
17 | Transportation."
