HOUSE RESOLUTION

 
2    WHEREAS, Student access to mental health care and
3resources is a top educational priority for Illinois parents,
4and a recent survey by the Centers for Disease Control found
5that 37% of high school students regularly struggled with
6mental health during the Covid-19 pandemic; and
 
7    WHEREAS, Students learn best in an environment where they
8feel safe, valued, and capable; it is in the vital interest of
9students to ensure that they have staff members who care about
10them and their mental health; and
 
11    WHEREAS, School age children experience critical emotional
12growth and develop social skills that will provide them
13benefits for a lifetime, and this growth is best fostered by
14trained mental health professionals; therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
16HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17we urge the Illinois State Board of Education (ISBE) to expand
18mental health care and access for Illinois students; and be it
19further
 
20    RESOLVED, That we urge the ISBE to pursue recruiting
21people for the school mental health profession; and be it

2    RESOLVED, That we urge ISBE to pursue providing enough
3access to students so that, by the end of the decade, every
4high school student in Illinois can have one hour of mental
5health counseling per semester; and be it further
 
6    RESOLVED, That a suitable copy of this resolution be
7delivered to Dr. Steven Isoye, the Chair of the Illinois State
8Board of Education.
