HOUSE RESOLUTION

 
2    WHEREAS, Burn injuries continue to be one of the leading
3causes of accidental death and injury in our nation;
4tragically, children, the elderly, and the disabled are
5especially vulnerable to burn injuries, and almost one-third
6of all burn injuries occur in children under the age of 15; and
 
7    WHEREAS, In the United States, the Centers for Disease
8Control and Prevention (CDC) reported 276,086 people received
9medical care for treatment of unintentional burn injuries in
102020 with 3,028 deaths resulting from fire and smoke
11inhalation; according to information gathered from the
12American Burn Association registry from 87 different
13hospitals, 91,875 people were treated in hospitals for
14burn-related injuries with 32% of those being for scalds; and
 
15    WHEREAS, Compared to the overall population, children
16under five were two times as likely to be seen for burn
17injuries at a hospital emergency department; young adults from
18the ages of 20 to 29 had 1.4 times the risk, and those in the
1930-39 age group had 1.3 times the risk of the general
20population; and
 
21    WHEREAS, The primary causes of burn injury include
22fire-flame, scalds, and coming into contact with hot objects,

1electricity, and chemicals; most of the injuries occur in the
2home; today, 96.8% of those who suffer burn injuries will
3survive; unfortunately, many of those survivors will sustain
4serious scarring, lifelong physical disabilities, and
5adjustment difficulties; and
 
6    WHEREAS, National Burn Awareness Week, an initiative of
7the American Burn Association, is a coming together of burn,
8fire, and life safety educators to make the public aware of the
9frequency, devastation, and causes of burn injury as well as
10the consistent and authoritative measures to prevent these
11injuries and how to best care for those that are injured; and
 
12    WHEREAS, The theme for 2023 National Burn Awareness Week
13is "Scalds: Hot Liquids Burn Like Fire" due to a common risk of
14burn injury existing from hot liquids, steam, and hot bath
15water; and
 
16    WHEREAS, Significant research and medical advances have
17dramatically improved burn care and treatment, aided
18rehabilitation, shortened hospital stays, and increased burn
19survival rates; aftercare support for the physical and
20emotional effects of burns has also played a key role in the
21successful reintegration of burn survivors into our
22communities; furthermore, burn safety education and prevention
23efforts continue to reduce the number of people who suffer

1burns each year; and
 
2    WHEREAS, Many people devote their lives and careers to
3treating, caring for, and supporting rehabilitating burn
4injury survivors, including those performing vital work in
5burn research and development, the dedicated firefighters who
6risk their own lives every day to protect others, burn
7foundations, and other life safety professionals who promote
8burn injury awareness and prevention; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11we declare February 5 through February 11, 2023 as Burn
12Awareness Week in the State of Illinois; and be it further
 
13    RESOLVED, That we urge all government agencies, fire, life
14safety, and health care organizations, communications media,
15and the people of Illinois to observe this week with the
16appropriate ceremonies and activities.
