Provides that, subject to appropriation, the Illinois Community College Board shall, by rule, establish a program to provide grants to eligible nonprofit organizations to cover the application fees imposed on eligible individuals who apply for high school equivalency testing under the high school equivalency provisions of the School Code. Provides that the rules adopted by the Illinois Community College Board shall establish eligibility criteria for grant recipients and shall allow church-sponsored nonprofit organizations that meet the eligibility criteria to receive grant funds. |

2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly: |
4 | | Section 5. The Public Community College Act is amended by |
5 | | adding Section 2-28 as follows: |

7 | | Sec. 2-28. High school equivalency testing fee grant |
8 | | program. Subject to appropriation, the State Board shall, by |
9 | | rule, establish a program to provide grants to eligible |
10 | | nonprofit organizations to cover the application fees imposed |
11 | | on eligible individuals who apply for high school equivalency |
12 | | testing under Section 3-15.12 of the School Code. The rules |
13 | | adopted by the State Board shall establish eligibility |
14 | | criteria for grant recipients and shall allow church-sponsored |
15 | | nonprofit organizations that meet the eligibility criteria to |
16 | | receive grant funds under this Section. |
