SYNOPSIS AS INTRODUCED:
Appropriates $52,000,000 from the General Revenue Fund to the Illinois Student Assistance Commission for financial assistance and administrative costs associated with the Early Childhood Access Consortium for Equity Act. Appropriates $4,000,00 from the General Revenue Fund to the Illinois Board of Higher Education for financial assistance and for administrative costs associated with implementation of the Act. Appropriates $4,000,00 from the General Revenue Fund to the Illinois Community College Board for financial assistance and for administrative costs associated with implementation of the Act. Effective July 1, 2024.

AN ACT concerning appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
Section 5. The sum of $52,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Student Assistance Commission for financial assistance and administrative costs associated with the Early Childhood Access Consortium for Equity Act.
Section 10. The amount of $4,000,00, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Board of Higher Education for financial assistance to eligible 4-year institutions of higher education and for administrative costs associated with implementation of Public Act 102-0174, the Early Childhood Access Consortium for Equity Act.
Section 15. The amount of $4,000,00, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Community College Board for financial assistance to eligible community colleges and for administrative costs associated with implementation of Public Act 102-0174, the Early Childhood Access Consortium for Equity Act.
Section 99. Effective date. This Act takes effect July 1, 2024.
