1 | | AN ACT concerning local government. |
2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly: |
4 | | Section 5. The Decennial Committees on Local Government |
5 | | Efficiency Act is amended by changing Section 10 as follows: |
6 | | (50 ILCS 70/10) |
7 | | Sec. 10. Formation of committee; members; vacancy; |
8 | | administrative support. |
9 | | (a) By June 10, 2023 (one year after the effective date of |
10 | | this Act) and at least once every 10 years after June 10, 2023 , |
11 | | each governmental unit must form a committee to study local |
12 | | efficiencies and report recommendations regarding efficiencies |
13 | | and increased accountability to the county board in which the |
14 | | governmental unit is located. A governmental unit may elect to |
15 | | form a committee under this subsection once every 10 years |
16 | | after June 10, 2023. |
17 | | (b) Each committee's membership shall include the elected |
18 | | or appointed members of the governing board of the |
19 | | governmental unit; at least 2 residents within the territory |
20 | | served by the governmental unit, who are appointed by the |
21 | | chair of the governing board, with the advice and consent of |
22 | | the governing board; and any chief executive officer or other |
23 | | officer of the governmental unit. The committee shall be |
