AMENDMENT TO HOUSE BILL 5553

2    AMENDMENT NO. ______. Amend House Bill 5553 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Human Services Act is
5amended by adding Section 10-80 as follows:
 
6    (20 ILCS 1305/10-80 new)
7    Sec. 10-80. Crisis walk-in centers; grants. The Department
8of Human Services shall establish and administer a program to
9provide grants to crisis walk-in centers that provide services
10to persons experiencing a mental health crisis who would
11otherwise be placed in improper care settings. To be eligible
12for a grant under the program, a crisis walk-in center must
13provide crisis intervention and support services to adults 18
14years of age or older at a facility that operates a minimum of
158 to 16 hours per day, 5 to 7 days a week. Staff at the crisis
16walk-in center must include at least one peer recovery support

1specialist and at least one mental health professional who is
2available during the center's hours of operation to assess the
3severity of a client's mental health crisis, assist in
4developing a safety plan, and connect a client to appropriate
5community resources and other behavioral health providers
6appropriate to meet the individual needs of the client. Grants
7awarded under the program may be used to fund increased
8staffing at existing crisis walk-in centers. Grants may also
9be awarded to behavioral health providers for the
10establishment or operation of crisis walk-in centers in
11underserved communities. The Department may adopt rules on
12application requirements and any other rules necessary to
13implement the program. As used in this Section, "mental health
14professional" means an individual who provides services under
15the supervision of a qualified mental health professional and
16who possesses:
17        (1) a bachelor's degree;
18        (2) a practical nurse license under the Nurse Practice
19    Act;
20        (3) a certificate of psychiatric rehabilitation from a
21    DHS-approved program plus a high school diploma plus 2
22    years' experience in providing mental health services;
23        (4) a recovery support specialist certified and in
24    good standing with the Illinois Alcohol and Other Drug
25    Abuse Professional Certification Association, Inc., plus
26    one year's experience in providing mental health services;

1        (5) an occupational therapy assistant licensed under
2    the Illinois Occupational Therapy Practice Act with at
3    least one year of experience in a mental health setting;
4    or
5        (6) a minimum of 5 years' supervised experience in
6    mental health or human services.
7    A supervised internship in a mental health setting counts
8toward the experience in providing mental health services.".
