SYNOPSIS AS INTRODUCED:
 
110 ILCS 205/9.44 new

    Amends the Board of Higher Education Act. Provides that within 6 months of the effective date of the amendatory Act, the Board of Higher Education shall prepare a report to the General Assembly on the state of artificial intelligence education and development in public and private institutions of higher education. Sets forth what the report shall contain.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Board of Higher Education Act is amended by
5adding Section 9.44 as follows:
 
6    (110 ILCS 205/9.44 new)
7    Sec. 9.44. Artificial intelligence education report.
8    (a) In this Section, "artificial intelligence" means a
9machine-based system that can, for a given set of
10human-defined objectives, make predictions, recommendations,
11or decisions influencing real or virtual environments.
12    (b) Within 6 months of the effective date of this
13amendatory Act of the 103rd General Assembly, the Board shall
14prepare a report to the General Assembly on the state of
15artificial intelligence education and development in public
16and private institutions of higher education. The report shall
17contain, at a minimum, the following information:
18        (1) All existing academic programs and courses
19    focusing on education of students about the use,
20    development, and ethical and social implications of
21    artificial intelligence systems.
22        (2) All future plans for implementing such programs
23    and courses.

1        (3) All current and future plans for research projects
2    studying the use development and implications of
3    artificial intelligence.
4        (4) All current and further plans for the development
5    of artificial intelligence systems in public and private
6    institutions of higher education.
7        (5) Recommendations to the General Assembly to further
8    develop the programs and course offerings studying
9    artificial intelligence.
10        (6) Recommendations on the best way to implement a
11    State-funded grant program to promote the academic study
12    and commercial development of artificial intelligence in
13    public and private institutions of higher education and to
14    fulfill the following objectives:
15            (A) To develop labs to provide students hands-on
16        artificial intelligence learning experiences.
17            (B) To develop virtual learning platforms that
18        facilitate remote and initialized artificial
19        intelligence education opportunities.
20            (C) To develop programming and pedagogical tools
21        with respect to artificial intelligence education and
22        instruction for the benefit of elementary school and
23        secondary school teachers and community education.
24    (c) This Section is repealed 2 years after the effective
25date of this amendatory Act of the 103rd General Assembly.
