SYNOPSIS AS INTRODUCED:
 
225 ILCS 2/41 new
225 ILCS 5/9.5 new
225 ILCS 57/68 new

225 ILCS 410/1-7.10 new
225 ILCS 412/34 new

    Amends the Acupuncture Practice Act, the Illinois Athletic Trainers Practice Act, the Massage Licensing Act, the Naprapathic Practice Act, the Illinois Physical Therapy Act, the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985, and the Electrologist Licensing Act. Provides that, in addition to any other requirements under those Acts, the following applicants must provide proof of completion of a course approved by the Department of Financial and Professional Regulation in abnormal skin growth education, including training on identifying melanoma: an applicant who submits an application for original licensure on or after January 1, 2026; and an applicant who was licensed before January 1, 2026 when submitting his or her first application for renewal or restoration of a license on or after January 1, 2026. Provides that the provisions shall not be construed to create a cause of action or any civil liabilities. Effective immediately.

1    AN ACT concerning regulation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. This Act may be referred to as the Melanoma
5Education Bill.
 
6    Section 5. The Acupuncture Practice Act is amended by
7adding Section 41 as follows:
 
8    (225 ILCS 2/41 new)
9    Sec. 41. Abnormal skin growth education.
10    (a) In addition to any other requirements under this Act,
11the following applicants must provide proof of completion of a
12course approved by the Department in abnormal skin growth
13education, including training on identifying melanoma:
14        (1) An applicant who submits an application for
15    original licensure on or after January 1, 2026.
16        (2) An applicant who was licensed before January 1,
17    2026 when submitting his or her first application for
18    renewal or restoration of a license on or after January 1,
19    2026.
20    (b) Nothing in this Section shall be construed to create a
21cause of action or any civil liabilities.

1    Section 10. The Illinois Athletic Trainers Practice Act is
2amended by adding Section 9.5 as follows:
 
3    (225 ILCS 5/9.5 new)
4    Sec. 9.5. Abnormal skin growth education.
5    (a) In addition to any other requirements under this Act,
6the following applicants must provide proof of completion of a
7course approved by the Department in abnormal skin growth
8education, including training on identifying melanoma:
9        (1) An applicant who submits an application for
10    original licensure on or after January 1, 2026.
11        (2) An applicant who was licensed before January 1,
12    2026 when submitting his or her first application for
13    renewal or restoration of a license on or after January 1,
14    2026.

17    Section 15. The Massage Licensing Act is amended by adding
18Section 68 as follows:

14    (a) In addition to any other requirements under this Act,
15the following applicants must provide proof of completion of a
16course approved by the Department in abnormal skin growth
17education, including training on identifying melanoma:
18        (1) An applicant who submits an application for
19    original licensure on or after January 1, 2026.
20        (2) An applicant who was licensed before January 1,
21    2026 when submitting his or her first application for
22    renewal or restoration of a license on or after January 1,
23    2026.

2    Section 25. The Illinois Physical Therapy Act is amended
3by adding Section 8.10 as follows:
 
4    (225 ILCS 90/8.10 new)
5    Sec. 8.10. Abnormal skin growth education.
6    (a) In addition to any other requirements under this Act,
7the following applicants must provide proof of completion of a
8course approved by the Department in abnormal skin growth
9education, including training on identifying melanoma:
10        (1) An applicant who submits an application for
11    original licensure on or after January 1, 2026.
12        (2) An applicant who was licensed before January 1,
13    2026 when submitting his or her first application for
14    renewal or restoration of a license on or after January 1,
15    2026.
16    (b) Nothing in this Section shall be construed to create a
17cause of action or any civil liabilities.
 
18    Section 30. The Barber, Cosmetology, Esthetics, Hair
19Braiding, and Nail Technology Act of 1985 is amended by adding
20Section 1-7.10 as follows:
 
21    (225 ILCS 410/1-7.10 new)
22    Sec. 1-7.10. Abnormal skin growth education.

1    (a) In addition to any other requirements under this Act,
