2 | | Section 10. Alternative Protein Innovation Task Force. The |
3 | | Alternative Protein Innovation Task Force is established for |
4 | | the purposes of investigating and studying alternative |
5 | | proteins and developing a master plan of recommendations for |
6 | | fostering the appropriate expansion of protein innovation and |
7 | | the alternative protein industry in the State. The Task Force |
8 | | shall study how the State can best support the growing |
9 | | alternative protein industry in the State. The Task Force |
10 | | shall: (i) examine the potential economic development benefits |
11 | | and job creation potential of the plant-based protein, |
12 | | cultivated meat, and fermented protein industries in the |
13 | | State; (ii) identify the environmental benefits of alternative |
14 | | proteins; (iii) examine how alternative proteins can |
15 | | strengthen the State's food resilience; (iv) assess how |
16 | | alternative proteins can improve individual health, public |
17 | | health, and food security in the State; and (v) identify ways |
18 | | the State can foster the growth of the emerging alternative |
19 | | protein industry, including by reviewing past efforts made to |
20 | | support the broader biotech and life science industries. |
21 | | Section 15. Membership; appointments; meeting; |
22 | | administrative support. |
23 | | (a) The Alternative Protein Innovation Task Force shall |
24 | | consist of the following members: |

1 | | (1) one member of the Senate, who shall be appointed |
2 | | by the President of the Senate and shall serve as co-chair |
3 | | of the Task Force; |
4 | | (2) one member of the Senate, who shall be appointed |
5 | | by the Minority Leader of the Senate; |
6 | | (3) one member of the House of Representatives, who |
7 | | shall be appointed by the Speaker of the House of |
8 | | Representatives and shall serve as co-chair of the Task |
9 | | Force; |
10 | | (4) one member of the House of Representatives, who |
11 | | shall be appointed by the Minority Leader of the House of |
12 | | Representatives; |
13 | | (5) the Secretary of Commerce and Economic Opportunity |
14 | | or the Secretary's designee; |
15 | | (6) the Director of Agriculture or the Director's |
16 | | designee; |
17 | | (7) 2 members who are appointed by the Director of |
18 | | Agriculture and are commercial producers of agricultural |
19 | | commodities; and |
20 | | (8) 7 members who are appointed by the Governor. Of |
21 | | the members appointed by the Governor, 2 members shall be |
22 | | engaged in academic or scientific research on alternative |
23 | | protein development at a State college or university; one |
24 | | member shall be engaged in the private sector research and |
25 | | development of alternative proteins; one member shall be |
26 | | an academic expert in food security issues of the State; |

1 | | one member shall be a representative of a nonprofit |
2 | | organization dedicated to the development and |
3 | | accessibility of alternative proteins; one member shall be |
4 | | a representative of the State's agricultural biotechnology |
5 | | industry; and one member shall be the president of the |
6 | | Illinois Biotechnology Industry Organization or the |
7 | | organization's designee. |
8 | | (b) Members of the Task Force shall not receive |
9 | | compensation for their services to the Task Force. |
10 | | (c) All appointments shall be made not later than 30 days |
11 | | after the effective date of this Act. |
12 | | (d) The co-chairs of the Task Force shall schedule no more |
13 | | than 3 meetings annually of the Task Force, including not less |
14 | | than one public hearing. The co-chairs shall convene the first |
15 | | meeting of the Task Force within 60 days after the effective |
16 | | date of this Act. |
17 | | (e) The General Assembly shall provide administrative and |
18 | | other support to the Task Force. |
19 | | Section 20. Report. |
20 | | (a) The Task Force shall study and analyze the potential |
21 | | benefits of alternative proteins and shall address in its |
22 | | report: |
23 | | (1) the job growth potential of the alternative |
24 | | protein industry in the State as demand for protein |
25 | | continues to grow; |

1 | | (2) how plant-based protein, fermented proteins, and |
2 | | cultivated meat can yield environmental benefits; |
3 | | (3) how the State can support new and emerging |
4 | | companies in this sector and what pressing challenges the |
5 | | industry currently faces; |
6 | | (4) policy options the State can consider taking to |
7 | | address the needs of the alternative protein industry; |
8 | | (5) actions that can be taken to facilitate the growth |
9 | | of the alternative protein industry; and |
10 | | (6) any other topic that the Task Force may choose to |
11 | | examine in relation to alternative proteins. |
12 | | (b) The Task Force shall submit a report of its findings |
13 | | and recommendations to the General Assembly, together with |
14 | | drafts of proposed legislation necessary to carry out those |
15 | | recommendations, not later than December 31, 2023.

16 | | Section 99. Effective date. This Act takes effect upon |
17 | | becoming law.".
