AMENDMENT TO HOUSE BILL 3141

2    AMENDMENT NO. ______. Amend House Bill 3141 by replacing 
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Transportation Law of the 
5Civil Administrative Code of Illinois is amended by adding 
6Section 2705-630 as follows:
 
7    (20 ILCS 2705/2705-630 new)
8    Sec. 2705-630. Sustainability standards. To reduce the 
9carbon intensity and increase the sustainability of 
10State-funded infrastructure projects, the Department of 
11Transportation, in consultation and collaboration with the 
12Department of Central Management Services and the Capital 
13Development Board, shall develop one or more standards for 
14State purchases of appliances, concrete, asphalt, steel, and 
15other building materials, subject to appropriation or the 
16award of grant funding for this purpose. In developing these

1standards, the establishment of a maximum acceptable Global 
2Warming Potential standard, as well as ways to promote and 
3facilitate the use of life cycle assessments and environmental 
4product declarations, shall be considered when considering 
5bids for State-funded infrastructure projects.".
