SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Entrepreneur-in-Residence Act. Establishes an Entrepreneur-in-Residence Pilot Program. Provides for the nomination, appointment, term of service, and compensation of entrepreneurs-in-residence. Requires the Director or Secretary of specified State agencies to appoint entrepreneurs-in-residence and to issue a report on the program to the General Assembly and the Governor by January 1, 2028. Describes the duties of appointed entrepreneurs-in-residence. Provides that an entrepreneur-in-residence shall report directly to the Governor and may provide recommendations for programmatic improvements to the nominating authorities. Repeals the Act on January 1, 2030. Defines terms. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Entrepreneur-in-Residence Act.
 
6    Section 5. Purpose. The purpose of the program created
7under this Act is to strengthen coordination between State
8government and the private sector on issues relevant to
9entrepreneurs and small business concerns and to make State
10government programs and operations simpler, easier to access,
11more efficient, and more responsive to the needs of and issues
12related to entrepreneurs and small business concerns.
 
13    Section 10. Definitions. As used in this Act:
14    "Entrepreneur-in-residence" or
15"entrepreneurs-in-residence" means an individual or
16individuals appointed to a position created under this Act.
17    "Nominating authority" means the Governor, the Speaker of
18the House of Representatives, the President of the Senate, the
19Minority Leader of the House of Representatives, the Minority
20Leader of the Senate, or the Director of Commerce and Economic
21Opportunity, the Secretary of Transportation, the Secretary of
22Human Services, the Director of Public Health, or the

1Department of Central Management Services.
2    "Program" means the Entrepreneur-in-Residence Pilot
3Program established under this Act.
4    "State agency" means a State agency under the jurisdiction
5of the Governor.
 
6    Section 15. The Entrepreneur-in-Residence Pilot Program.
7    (a) The Governor, the Speaker of the House of
8Representatives, the President of the Senate, the Minority
9Leader of the House of Representatives, and the Minority
10Leader of the Senate shall each nominate 2 individuals to be
11appointed by the Governor as entrepreneurs-in-residence with
12State agencies other than the Department of Commerce and
13Economic Opportunity, the Department of Transportation, the
14Department of Human Services, the Department of Public Health,
15and the Department of Central Management Services. The
16individuals nominated and appointed under this subsection (a)
17must have demonstrated success in working with small business
18concerns and entrepreneurs or must have successfully
19developed, invented, or created a product and brought that
20product to the marketplace. Entrepreneurs-in-residence
21appointed under this subsection (a) shall serve for a period
22of 2 years. A State agency shall cooperate with any
23entrepreneur-in-residence appointed to serve it as necessary
24to facilitate this program. A person appointed as an
25entrepreneur-in-residence under this subsection (a) shall not

1be appointed to one of the State agencies listed in subsection
2(b).
3    (b) In addition to the appointments described in
4subsection (a), the Director or Secretary of the following
5State agencies shall each nominate and appoint one
6entrepreneur-in-residence for their respective State agency:
7        (1) the Department of Commerce and Economic
8    Opportunity;
9        (2) the Department of Transportation;
10        (3) the Department of Human Services;
11        (4) the Department of Public Health; and
12        (5) the Department of Central Management Services.
13    Entrepreneurs-in-residence appointed under this
14subsection (b) shall serve for a period of 5 years, beginning
15January 1, 2024 and ending January 1, 2029, and must have the
16same qualifications as appointees under subsection (a).
17    (c) The Director or Secretary of a State agency described
18in subsection (b) shall, by January 1, 2028, issue a report to
19the General Assembly and the Governor outlining findings and
20recommendations, including, but not limited to, the successes
21of the program, recommendations to improve the program, and
22any other information that the Director or Secretary may deem
23necessary and relevant. For purposes of this Section, success
24of the program shall be measured by the number of
25interactions, new businesses created, the size of the new
26businesses, and the growth of new businesses since their

1inception.
2    (d) Entrepreneurs-in-residence appointed under this Act
3shall serve without compensation, but may, at the discretion
4of the Governor, receive reimbursement for reasonable and
5necessary expenses incurred in the discharge of their duties.
6    (e) An entrepreneur-in-residence appointed under this Act
7shall perform the following duties:
8        (1) assist the State agency in improving outreach to
9    small business concerns and entrepreneurs;
10        (2) provide recommendations on inefficient or
11    duplicative programs;
12        (3) provide recommendations to the Governor and the
13    nominationg authority on methods to improve program
14    efficiency at the State agency;
15        (4) provide recommendations to the Governor and the
16    nominating authority on new initiatives that may be
17    instituted at the State agency;
18        (5) facilitate meetings and forums to educate small
19    business concerns and entrepreneurs on programs or
20    initiatives of the State agency;
21        (6) facilitate in-service sessions with employees of
22    the State agency on needs and issues of interest to
23    entrepreneurs and small business concerns; and
24        (7) provide technical assistance or mentorship to
25    small business concerns and entrepreneurs in accessing
26    programs at the State agency.

1    (f) An entrepreneur-in-residence shall report directly to
2the Governor but may provide recommendations for programmatic
3improvements to the nominating authorities.
 
4    Section 20. Repeal. This Act is repealed on January 1,
52030.
 
6    Section 99. Effective date. This Act takes effect upon
7becoming law.
