AMENDMENT TO HOUSE BILL 1441

2    AMENDMENT NO. ______. Amend House Bill 1441 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Housing Development Act is
5amended by adding Section 7.33 as follows:
 
6    (20 ILCS 3805/7.33 new)
7    Sec. 7.33. Senior Home Preservation Grant Pilot Program.
8    (a) As used in this Section, "legacy resident seniors"
9means seniors 65 years or older who have lived in their single
10family homes for at least 30 years and are 3rd to 6th
11generation homeowners.
12    (b) From funds appropriated from the General Revenue Fund,
13the Illinois Housing Development Authority shall expend funds
14to create a Senior Home Preservation Grant Pilot Program for a
15duration of 5 years to provide grants to legacy resident
16seniors who are 3rd to 6th generation homeowners to preserve

1the safety of their homes. Grants provided under the program
2may be used for housing owned by a legacy resident senior to
3reduce the cost of repair and rehabilitation, to remove or
4correct health or safety hazards, to comply with applicable
5housing standards or codes, or to make needed repairs to
6improve the general living conditions of the legacy resident
7senior, including improved accessibility for seniors with
8disabilities.
9    Applicants must apply to the program in a form and manner
10prescribed by the Authority. To qualify for a grant, the
11applicant must, at a minimum, be the owner of the home and use
12the home as his or her primary residence. The Authority may
13also establish minimum housing standards applicants must meet
14to qualify for a grant under the program.
15    The Authority may adopt any rules necessary to implement
16the program.".
