Synopsis As Introduced Amends the Children and Family Services Act. Provides that, subject to appropriation, the Department of Children and Family Services shall develop a Universal Basic Income for Transition-Age Youth Program under which it may grant universal basic income of $1,000 per month for a period of 3 years to individuals who resided in foster care on their 18th birthday regardless of when the individuals entered foster care and whose 18th birthday was on or after July 1, 2023. Provides that, subject to federal approval, payments issued under the Program may not be considered income or resources in determining eligibility to receive benefits or the amount of benefits notwithstanding any other State or federal law. Provides that, on or before January 1, 2026 and annually thereafter, the Department shall submit a report to the General Assembly that contains descriptive information and outcome measures of Program recipients during the previous year. Authorizes the Department to adopt rules to develop and administer the Program.
