Synopsis As Introduced Creates the Grant Agreements for Shelter Services Act. Provides that notwithstanding any other provision of law to the contrary, any grant agreement entered into, renewed, or extended on and after the effective date of this Act, between a State agency and a private or nonprofit organization, shall require, as a condition of the receipt of any grant funds under the agreement, that the private or nonprofit organization certify in writing that any citizen of the United States who is in need of shelter services will be able to access and utilize any shelter services funded in whole or in part with the awarded grant funds, on the same terms and for the same length of time as migrants, refugees, asylees, and other vulnerable noncitizens. Requires the grant agreement to also include a provision permitting the State agency to terminate the grant agreement and recover any grant amounts awarded to the private or nonprofit entity upon a determination by the State agency that the private or nonprofit entity has failed to satisfy the terms of the grant agreement. Effective immediately.
