Synopsis As Introduced Contains a preamble describing the importance of access to affordable housing for working families. Provides for the appointment of an Illinois Director of Housing Solutions (“Director”) to facilitate implementation of housing solutions that will increase the number of available homes in the State for working people. Requires the Director to build upon the State’s robust infrastructure and leadership in reducing homelessness and the production of low-income affordable housing through the Illinois Office to Prevent and End Homelessness and the Illinois Housing Development Authority (“Authority”). Specifies that the Director shall review the Report of the Ad-Hoc Missing Middle Housing Solutions Advisory Committee (“Committee”) and call upon members of the Committee, as needed, to determine strategies that should be pursued and the timeline for their implementation. Provides that the Director shall engage members of the General Assembly and local leaders to consider any necessary changes to laws or rules to promote workforce housing development. Specifies that the Authority and the Department of Commerce and Economic Opportunity (“Department”) shall work with the Director to address the workforce housing affordability crisis in Illinois and better align economic growth with housing development. Requires the Director, in consultation with the Authority and the Department, to determine how alternative housing construction methods can potentially increase the supply of housing; explore expanded State partnership with and support for existing land banks in Illinois or the development of new land banks; and outline potential technical assistance and resources that can help local governments, regional planning organizations, and economic development organizations spur regional housing supply and align housing with economic development. Specifies that the Director shall determine, in collaboration with the State retirement systems, how retirement system programs and investment policies can achieve strong financial returns through the rehabilitation, repositioning, and development of residential real estate projects in Illinois. Directs each State agency that owns real property to prepare and submit to the Director, by June 30, 2025, a report containing a list of under-utilized properties that could feasibly be leveraged for housing development. Requires the Director to convene an interagency working group. Charges the interagency working group with identifying barriers that add unnecessary costs, delays, and uncertainty to the housing development process and with developing strategies to streamline policies, rules, and regulatory processes without negatively impacting health and safety provisions. Requires the Director to submit a set of recommendations to the Office of the Governor by June 30, 2025. Requires the Director to consult regularly with key stakeholders, local leaders, experts, and members of the Committee, as needed. Requires the Director to meet regularly with the State Homelessness Chief to ensure that activities generated from the Executive Order align with the State’s goals to reduce the number of people experiencing homelessness in Illinois. Provides that the Executive Order shall not be construed to violate State or federal law. Further provides that the Executive Order is not to be construed as a reassignment or reorganization of a State agency. Supersedes any conflicting executive orders. Specifies that the provisions of the Executive Order are severable. Effective December 11, 2024.
