Synopsis As Introduced Establishes an Interagency Task Force on the Multi-Sector Plan for Aging ("MPA Task Force") and a Multi-Sector Plan for Aging Community Advisory Council ("MPA Community Advisory Council"). Creates the position of Chief Planning Officer within the Department on Aging. Directs the Chief Planning Officer to chair the MPA Task Force and to co-chair the MPA Community Advisory Council with another member of the MPA Community Advisory Council. Requires the MPA Task Force and the MPA Community Advisory Council to meet at least 3 times per year. Requires the Chief Planning Officer to facilitate the design and implementation of a Multi-Sector Plan for Aging that is informed by the work of the MPA Task Force and the MPA Community Advisory Council and that will be delivered to the Governor and General Assembly by no later than December 31, 2025, with an additional status report due by December 31, 2026. Specifies that the Multi-Sector Plan for Aging shall be a comprehensive strategic plan that includes measurable outcomes for calendar years 2026 through 2036 with the goal of strengthening Illinois as an aging-friendly state. Describes recommended actions that may be included within the Multi-Sector Plan for Aging. Describes other duties of the Chief Planning Officer. Outlines the State agencies that will be included on the MPA Task Force. Specifies that members of the MPA Community Advisory Council will be appointed by the Governor. Directs the MPA Task Force and the MPA Community Advisory Council to strive to operate by consensus, but authorizes a quorum of each body to approve measures and make recommendations based on an affirmative vote of a majority of the members present. Provides for the termination of the MPA Task Force and the MPA Community Advisory Council on December 31, 2025. Specifies that the MPA Task Force and the MPA Community Advisory Council are subject to the Freedom of Information Act and the Open Meetings Act. Directs the Department on Aging to provide support to the MPA Task Force and the MPA Community Advisory Council. Authorizes additional support to be provided by other State agencies. Specifies that the Executive Order shall not be construed to contravene any federal or state law or regulation. Contains severability-related provisions. Supersedes any contrary provision of any prior executive orders. Effective immediately.
