2 | WHEREAS, Students, families, and seniors in the 56th | ||||||
3 | Senate District are among the many fortunate beneficiaries of | ||||||
4 | State Senator Rachelle Crowe's years of service in the | ||||||
5 | Illinois Senate; and
| ||||||
6 | WHEREAS, Sen. Crowe demonstrated a profound interest in | ||||||
7 | helping young people seize available opportunities and reach | ||||||
8 | their full potential through education and hard work; and
| ||||||
9 | WHEREAS, Because Sen. Crowe wholeheartedly believes law | ||||||
10 | enforcement officers deserve the utmost respect for protecting | ||||||
11 | our communities, she partnered with police groups to advance | ||||||
12 | laws to support them and their families; and
| ||||||
13 | WHEREAS, Sen. Crowe passed laws to fund bikeway, road, and | ||||||
14 | bridge projects as well as vertical infrastructure throughout | ||||||
15 | the Metro East, including a plan to renovate Lewis and Clark | ||||||
16 | Community College's Main Complex to permit operations to | ||||||
17 | continue safely at the 1890 facility; and

18 | WHEREAS, Using her experience as a violent crimes | ||||||
19 | prosecutor, Sen. Crowe has been a champion for victims, crime | ||||||
20 | survivors, and their families by advancing numerous laws to | ||||||
21 | strengthen protections, enhance penalties, secure justice, and |

1 | reduce the DNA backlog; and
| ||||||
2 | WHEREAS, As an advocate for education, Sen. Crowe | ||||||
3 | supported initiatives to raise teacher salaries, address the | ||||||
4 | teacher shortage, and increase the tax credit for educators | ||||||
5 | who purchase school supplies for their classrooms; and
| ||||||
6 | WHEREAS, When the COVID-19 pandemic interrupted the daily | ||||||
7 | lives of her constituency, Sen. Crowe worked to connect | ||||||
8 | families with unemployment benefits, to offer support to | ||||||
9 | school districts to implement e-learning, to uplift health | ||||||
10 | care workers and other frontline employees; and
| ||||||
11 | WHEREAS, Sen. Crowe helped secure millions of dollars to | ||||||
12 | support small business owners, employees, and operations | ||||||
13 | following closures due to the COVID-19 pandemic; and
| ||||||
14 | WHEREAS, As a friend to veterans, Sen. Crowe hosted | ||||||
15 | breakfast events, organized card drives, advocated for | ||||||
16 | automatic property tax relief, and worked to provide resources | ||||||
17 | to support happy, healthy lives after service; and
| ||||||
18 | WHEREAS, Sen. Crowe led the state effort to strengthen | ||||||
19 | protections for seniors, to deny inheritance to abusers, and | ||||||
20 | to update practices through her work as chair of the Elder | ||||||
21 | Abuse Task Force; and

1 | WHEREAS, With strong family roots in the trades, Sen. | ||||||
2 | Crowe voted against local right-to-work laws, toured several | ||||||
3 | facilities, partnered with the aviation repair industry to | ||||||
4 | save jobs, and advocated for use of Illinois-made products | ||||||
5 | such as steel; and
| ||||||
6 | WHEREAS, Because Sen. Crowe believes education and | ||||||
7 | workforce training programs should be within reach for all, | ||||||
8 | she advanced laws to create scholarship opportunities, to | ||||||
9 | support adult literacy programs, and more; and
| ||||||
10 | WHEREAS, Sen. Crowe believes that literacy is a | ||||||
11 | fundamental skill and that creativity aids in innovative | ||||||
12 | development, so she partnered with local libraries to host an | ||||||
13 | annual summer book club event and other art contests for | ||||||
14 | students throughout the district; and
| ||||||
15 | WHEREAS, To provide resources for the Metro East | ||||||
16 | community, Sen. Crowe organized food, clothing, and toy | ||||||
17 | drives, hosted meal giveaways, provided shred equipment, and | ||||||
18 | coordinated blood drives in honor of local first responders; | ||||||
19 | and
| ||||||
20 | WHEREAS, Sen. Crowe is a champion for women's health and | ||||||
21 | supported monumental changes so that life-saving procedures |

1 | would be covered by state insurance companies; and
| ||||||
2 | WHEREAS, To improve outcomes for youth, Sen. Crowe passed | ||||||
3 | laws to support mothers who need donated breast milk for their | ||||||
4 | sick infants and also worked with a constituent to require | ||||||
5 | insurance companies to provide heart and lung monitors for | ||||||
6 | children; and
| ||||||
7 | WHEREAS, Sen. Crowe was the first woman in Illinois | ||||||
8 | history to lead the Senate Judiciary Committee as chair; and
| ||||||
9 | WHEREAS, Sen. Crowe bids farewell to the Illinois Senate | ||||||
10 | after three years of service to the 56th Senate District and | ||||||
11 | the people of Illinois, during which she established a | ||||||
12 | reputation as a knowledgeable, pragmatic, and committed public | ||||||
13 | servant; and
| ||||||
14 | WHEREAS, Sen. Crowe's public service began when she was an | ||||||
15 | assistant state's attorney in the Madison County State's | ||||||
16 | Attorney's Office; and
| ||||||
17 | WHEREAS, Sen. Crowe's family has roots in the Illinois | ||||||
18 | Metro East, and they instilled in her a deep respect and | ||||||
19 | appreciation for teachers, education, and hard work; and
| ||||||
20 | WHEREAS, Sen. Crowe was confirmed by the United States |

1 | Senate to serve as the U.S. Attorney for the Southern District | ||||||
2 | of Illinois; therefore, be it
| ||||||
3 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | ||||||
4 | ASSEMBLY OF THE STATE OF ILLINOIS, that we thank Senator | ||||||
5 | Rachelle Crowe for her dedicated service to the people of | ||||||
6 | Illinois and her significant contributions to the State; and | ||||||
7 | be it further

8 | RESOLVED, That a suitable copy of this resolution be | ||||||
9 | presented to Sen. Crowe as a symbol of our gratitude with our | ||||||
10 | best wishes for her future endeavors.
