2 | | WHEREAS, Senator Brian Stewart hopes that his personal |
3 | | story proves that anyone can achieve the American dream and |
4 | | that humble beginnings do not preclude success; most |
5 | | importantly, he hopes others see that with hard work, |
6 | | dedication, and integrity, anyone can create their own version |
7 | | of the American Dream here in Illinois; and
|
8 | | WHEREAS, Sen. Stewart has represented the residents of |
9 | | northwestern Illinois in the General Assembly with distinction |
10 | | for nearly 10 years; and
|
11 | | WHEREAS, Sen. Stewart has served with honor in the Senate |
12 | | since December 2018 and in the House of Representatives from |
13 | | October 2013 to December 2018; and
|
14 | | WHEREAS, Sen. Stewart's priorities have always been those |
15 | | of the northwestern Illinois residents he represents, |
16 | | including agriculture, business development with job creation, |
17 | | education, public safety, law enforcement, and veteran issues; |
18 | | and
|
19 | | WHEREAS, Sen. Stewart's primary focus has been putting |
20 | | Illinois in a regulatory and fiscal position to create quality |
21 | | jobs for working families, especially in agriculture and |
|

1 | | manufacturing, to help reinvigorate Illinois' ailing economy |
2 | | and to increase state revenue without raising taxes; and
|
3 | | WHEREAS, Sen. Stewart became a lawmaker to make the State |
4 | | of Illinois a better place to live, intent on bringing state |
5 | | government away from the marble halls of the Capitol and back |
6 | | home to the communities of northwestern Illinois; and
|
7 | | WHEREAS, Sen. Stewart has served as spokesperson for the |
8 | | Pensions Committee and as a member of the Agriculture, Energy |
9 | | and Public Utilities, Financial Institutions, Health Care |
10 | | Access and Availability, Judiciary, and Veterans Affairs |
11 | | Committees; and
|
12 | | WHEREAS, Sen. Stewart served on the Legislative Ethics |
13 | | Commission, which works with the Legislative Inspector General |
14 | | in investigating allegations of misconduct by state lawmakers |
15 | | and staff; and
|
16 | | WHEREAS, Born on October 25, 1957, Sen. Stewart is a |
17 | | fifth-generation native of northwest Illinois and graduated |
18 | | from Freeport public schools; and
|
19 | | WHEREAS, Sen. Stewart served as a military police officer |
20 | | and military police investigator in the U.S. Army; and
|

1 | | WHEREAS, Upon completion of his military service, Sen. |
2 | | Stewart returned to Freeport to serve as a deputy for the |
3 | | Stephenson County Sheriff's Office, rising to the rank of |
4 | | sergeant; during this time, he was assigned to a major case |
5 | | squad, which overlapped the nine northwestern-most counties in |
6 | | Illinois, including an area encompassing almost the entire |
7 | | 45th Senate District; and
|
8 | | WHEREAS, Sen. Stewart started a small business at his |
9 | | dining room table; his knack for business enabled him to |
10 | | retire early from law enforcement and develop his company full |
11 | | time; and
|
12 | | WHEREAS, Sen. Stewart started Stewart & Associates with a |
13 | | single desk and a handful of local customers, building it into |
14 | | a business that offers a wide range of services to companies in |
15 | | all 50 states, Canada, and over 80 countries around the world |
16 | | and employs almost 500 people throughout two dozen business |
17 | | units across America, with most of his business locations |
18 | | being located in Northern Illinois and centered in his |
19 | | hometown of Freeport; and
|
20 | | WHEREAS, In addition to his professional career, Sen. |
21 | | Stewart has served as an alderman and trustee of the Freeport |
22 | | Township; he has served as a chairman and board member of the |
23 | | Northwest Illinois Criminal Justice Commission; he has also |

1 | | been a member of the Stephenson County ETSB (911) Board, the |
2 | | Freeport Area Chamber of Commerce, and the Northwest Illinois |
3 | | Development Alliance; and

4 | | WHEREAS, Sen. Stewart has been involved in many civic |
5 | | organizations, including the United Way of Northwest Illinois |
6 | | where he served as chairman, the FHN Foundation Be Cancer Free |
7 | | Campaign, and the Stephenson County Employees–UAW Local 2261 |
8 | | where he served as the charter president; and
|
9 | | WHEREAS, Sen. Stewart is a current member of the Freeport |
10 | | Rotary, AMVETS Post 32, and the Stephenson County Farm Bureau; |
11 | | and
|
12 | | WHEREAS, In Sen. Stewart's almost 10 years as a lawmaker, |
13 | | he has represented his constituents in Springfield with |
14 | | determination and class; he has earned the respect and |
15 | | admiration of his colleagues on both sides of the aisle; and
|
16 | | WHEREAS, Lawmakers and legislative staff alike know and |
17 | | appreciate Sen. Stewart for his warmth, kindness, wry humor, |
18 | | and quick smile; therefore, be it
|
19 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL |
20 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate |
21 | | Senator Brian Stewart on his retirement from the Illinois |
