2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
3 | to learn of the death of Dr. Bertha Louise "Bert" McArthur | ||||||
4 | Paul, who passed away on September 29, 2022; and
| ||||||
5 | WHEREAS, Dr. Paul was born in Chicago to William Henry and | ||||||
6 | Virginia Mae McArthur on October 29, 1953; she was a lover of | ||||||
7 | education, especially math and science, and as a child, her | ||||||
8 | mother nurtured her gifts by purchasing her science experiment | ||||||
9 | kits for Christmas; she attended Dusable High School, where | ||||||
10 | she was a member of the Botanical Club; after graduating high | ||||||
11 | school, she received her Associate in Applied Science in | ||||||
12 | Nursing from Kennedy King Community College in May of 1977; | ||||||
13 | she earned her Bachelor of Science in Nursing in 1990, her | ||||||
14 | Master of Science in Nursing in 1997, and her Doctorate of | ||||||
15 | Nursing Practice in 2013 from Governors State University; and
| ||||||
16 | WHEREAS, Dr. Paul was an exceptional nurse and never | ||||||
17 | missed an opportunity to display love and compassion towards | ||||||
18 | her patients, students, and community; she was an active | ||||||
19 | member in several organizations, including Delta Sigma Theta | ||||||
20 | Sorority, Inc., where she served as the chair and co-chair of | ||||||
21 | the Physical & Mental Health Committee, the National Council | ||||||
22 | of African Women, where she served as a Community Health | ||||||
23 | Specialist, Advocate, and Educator, and the Chicago Chapter of |

1 | the National Black Nurses Association; and | ||||||
2 | WHEREAS, Dr. Paul committed to her faith at the age of nine | ||||||
3 | and became a member of Covenant United Church of Christ in | ||||||
4 | 1998, where she served as the chair and was a founding member | ||||||
5 | of its Health & Wellness Ministry; she later became a | ||||||
6 | co-chair; and | ||||||
7 | WHEREAS, Dr. Paul cherished her family; she believed in | ||||||
8 | others, even when they did not believe in themselves; it was | ||||||
9 | not uncommon for her to allow someone to live in her home for | ||||||
10 | an extended period of time without expecting anything in | ||||||
11 | return; she could always be counted on to show up for her | ||||||
12 | family in a time of need, both financially and medically; she | ||||||
13 | was an amazing mother and grandmother and worked tirelessly to | ||||||
14 | provide for her children and grandchildren; and
| ||||||
15 | WHEREAS, Dr. Paul was preceded in death by her parents; | ||||||
16 | her sister, Debra; her brother, Mark; her Godmother, Elouise; | ||||||
17 | and her Godsister, Debra; and
| ||||||
18 | WHEREAS, Dr. Paul is survived by her children, Nathaniel | ||||||
19 | (Barbara) Paul and Tamara (Jason) Palmer; her grandchildren, | ||||||
20 | Jaquela, Jasmen, Nate, Niel, Zoe, and Jason Jr.; her | ||||||
21 | great-grandchildren, Kendall, Makari, and Kingston; her | ||||||
22 | siblings, Sylvia, William, Caroline, David, Sharon, and |

1 | Vincent; and numerous nieces, nephews, sisters-in-love, | ||||||
2 | relatives, friends, and co-workers; therefore, be it
| ||||||
3 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | ||||||
4 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
5 | Dr. Bertha Louise "Bert" McArthur Paul and extend our sincere | ||||||
6 | condolences to her family, friends, and all who knew and loved | ||||||
7 | her; and be it further
| ||||||
8 | RESOLVED, That a suitable copy of this resolution be | ||||||
9 | presented to the family of Dr. Paul as an expression of our | ||||||
10 | deepest sympathy.
