SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Billy D. "Bill" Halley of Rock Island,
4who passed away on August 31, 2022; and
 
5    WHEREAS, Billy Halley was born to Henry and Grace
6(Arnaman) Halley in Unionville, Missouri on June 16, 1927; he
7served in the U.S. Navy during World War II; he married Bette
8Butkovich in Unionville; he later he married Shirley White in
9Rock Island in June 1958; and
 
10    WHEREAS, Billy Halley worked at John Deere Harvester Works
11in East Moline for 31 years; during that time, he also worked
12at Ben's Gourmet House in Rock Island; in retirement, he owned
13and operated the River Queen bar and grill in Andalusia; he was
14later an auto parts delivery driver and security guard; and
 
15    WHEREAS, Billy Halley was a member of Rock Island VFW Post
161303; and
 
17    WHEREAS, Billy Halley was known for always being fun and
18smiling; he enjoyed traveling, fishing, and spending time with
19his family; he will be remembered for his generosity; and
 
20    WHEREAS, Billy Halley was preceded in death by his

1parents; his wife, Shirley; his daughter, Tracey Hall; and his
2siblings, Lawrence Halley, Ruth Colvin, and Faye Stalcup; and
 
3    WHEREAS, Billy Halley is survived by his children, Mary
4Sue (Tom) Stewart and John Halley; his grandchildren,
5Nathaniel Moorman, Benjamin Stewart, Matthew Stewart, Raven
6Hall, Melissa Hall, and Rachel Halley; his
7great-grandchildren, Tracey Hall, Sylvia Moorman, and Stella
8Moorman; and his special friend, Wanda Carnes; therefore, be
9it
 
10    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
11ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
12Billy D. "Bill" Halley and extend our sincere condolences to
13his family, friends, and all who knew and loved him; and be it
14further
 
15    RESOLVED, That a suitable copy of this resolution be
16presented to the family of Billy Halley as an expression of our
17deepest sympathy.
