2 | | WHEREAS, The members of the Illinois Senate are saddened |
3 | | to learn of the death of Philip Twiss Siegert, M.D., who passed |
4 | | away on July 12, 2022; and
|
5 | | WHEREAS, Dr. Siegert was born to Rudolph B. Siegert, M.D. |
6 | | and Margaret Twiss Siegert in Saint Louis, Missouri on |
7 | | December 13, 1939; he received his Bachelor of Science from |
8 | | the University of Illinois in Champaign in 1962, where he |
9 | | earned a varsity letter in swimming and was selected for the |
10 | | George Huff Award; he earned his Doctor of Medicine in 1966 and |
11 | | his Master of Science in Surgery from the University of |
12 | | Illinois in Chicago in 1969; he completed his residency at |
13 | | Presbyterian St. Luke's Hospital in Chicago; he served as a |
14 | | major in the U.S. Army Medical Corps and as deputy commander of |
15 | | the military hospital at Fort Stewart in Georgia; and
|
16 | | WHEREAS, Dr. Siegert moved his family to Rock Island in |
17 | | 1973 and established his private practice as a general surgeon |
18 | | with Paul Moen, M.D., serving patients in the Quad Cities |
19 | | until his retirement in 2004; his professional tenures |
20 | | included medical leadership positions at Moline Public |
21 | | Hospital, Franciscan Hospital, Hammond Henry Hospital, Illini |
22 | | Hospital, United Medical Center, Lutheran Hospital, and Des |
23 | | Moines Osteopathic Medical Center; he served as the director |

1 | | of Trauma for Trinity Medical Center Systems from 1995 to |
2 | | 2006; and
|
3 | | WHEREAS, Dr. Siegert held numerous local, state, and |
4 | | national professional memberships and affiliations; he was a |
5 | | member of the Rock Island County Medical Society since 1973, |
6 | | serving as president and on the Board of Censors from 1988 to |
7 | | 1992; he was a published member of the Association of |
8 | | Bariatric Surgeons and a Fellow of the American College of |
9 | | Surgeons (ACS), serving as president of the Illinois Chapter |
10 | | of ACS from 1994 to 1995; he was appointed governor of the ACS, |
11 | | representing Illinois from 1996 to 2002; he also served as a |
12 | | board member for Trinity Medical Center Systems; and
|
13 | | WHEREAS, Dr. Siegert achieved a number of professional |
14 | | honors during his career, including being designated as a |
15 | | member of the Joint Commission of the National Ambulatory |
16 | | Committee by the American College of Surgeons in 2001 and |
17 | | chosen to author national guidelines for Ambulatory Care; he |
18 | | received further distinction when the Illinois Chapter of the |
19 | | ACS created the Dr. Philip T. Siegert Fellows Service Award in |
20 | | his honor, which is awarded annually to a surgeon recognized |
21 | | for distinguished service within the medical community; and
|
22 | | WHEREAS, Dr. Siegert supported the construction of the |
23 | | Bi-State Sportsman's Association in Colona, where he shot |

1 | | competitively for several decades; he also helped arrange |
2 | | numerous charitable funding drives and events for the local |
3 | | chapter of the Boy Scouts of America; and |
4 | | WHEREAS, Dr. Siegert was a true family man; he loved |
5 | | spending time with his family and going on family trips, with |
6 | | notable locations including Jackson Hole, Wyoming, Lake |
7 | | Powell, Utah, Table Rock Lake, Missouri, and Ontario, Canada; |
8 | | he was an avid outdoorsman, taking many trips with friends; he |
9 | | had a passion for shooting sporting clays; he was a fervent |
10 | | Illini and Chicago Bears fan, supporting both teams throughout |
11 | | his life; in retirement, he gathered weekly for lunch with the |
12 | | Romeo Club, a group of retired Quad City friends; alongside |
13 | | his wife, he maintained lifelong family friendships with the |
14 | | Steak Club, a close knit group of University of Illinois |
15 | | graduates from the 1960s who relocated to the Quad Cities; and
|
16 | | WHEREAS, Dr. Philip Siegert was preceded in death by his |
17 | | parents; his brother, Rudy Siegert; and his grandson, Curtis |
18 | | Swan; and
|
19 | | WHEREAS, Dr. Philip Siegert is survived by his wife of 62 |
20 | | years, Pamela Froom Siegert; his children, Leslie (Joseph) |
21 | | DeLaRosa, Lori (David) Swan, M.D., Elizabeth (Evans) Steen, |
22 | | Philip (Susan Tady) Siegert, and Abby (Ted) Laatz; his |
23 | | grandchildren, Robert DeLaRosa, Philip DeLaRosa, Pamela Swan, |
